Provider shall provide monthly maintenance/preventive maintenance services to the St. Tammany Parish Jail Complex at 1200 Champagne Street, Covington, LA. Services must be performed according to the work schedule, scope of work, specifications, responsibilities, safety requirements, and special conditions as stated. Objectives include comprehensive building maintenance, preventive maintenance, and operational support; rapid 24/7 emergency response; code and policy compliance; and transparent reporting and documentation. Scope includes: Developing and executing preventive maintenance schedules for electrical, plumbing, mechanical, life safety, elevators, building envelope, and exterior systems; responding to failures within 24-48 hours; troubleshooting and repairing failed components; coordinating specialty vendor support as needed; providing 24/7 on-call availability with on-site response to emergencies within 4 hours; and emergency response to events such as HVAC loss, alarms, flooding, major plumbing or power failures, elevator entrapment, and security issues. Staffing requires trained, licensed technicians in major trades, security clearances for government facility access, a dedicated account manager, and two dedicated technicians on-site Monday through Friday, 7:00 am - 3:30 pm. All work orders must be logged in the Parish’s CMMS, with monthly reports detailing completed and pending work, schedule adherence, emergency response times, notable risks, and recommendations. All work must comply with codes and regulations, and must be scheduled through the Parish. Exclusions include large-scale capital projects and certain buildings. Pricing structure must include monthly fixed fee and emergency/emergency after-hours rates; invoices for repairs outside Attachment A require prior approval and documentation. Proposal instructions include providing a cover letter summarizing capability and willingness to perform, proposer qualifications and recent projects, a technical response illustrating compliance, innovative concepts if any, project schedule, financial proposal with all costs, five references, customer service provision, resumes of key personnel, any additional information, an executed acknowledgment and waiver, and multiple proposal copies including an electronic version.
