Knoxville's Community Development Corporation ("KCDC") is the public housing authority for the City of Knoxville and for Knox County in Tennessee. KCDC's affordable housing portfolio includes more than 26 properties with approximately 3,600 dwelling units. In addition to operating its public housing apartments, KCDC oversees approximately 4,097 Section 8 Vouchers and 76 Moderate Rehabilitation units. Additionally, KCDC serves as the redevelopment agency for the City of Knoxville, managing redevelopment areas, TIFs, and PILOTs. KCDC is soliciting proposals from qualified construction companies who desire to function as the Construction Manager at Risk (CMAR) for the renovation and expansion of the 7,000 square foot existing Boys & Girls Club at KCDC's most recent redevelopment project known as Transforming Western Heights ("Project"). KCDC is soliciting proposals from construction firms with recent, comparable experience as a Construction Manager at Risk ("CMAR"), working under a guaranteed maximum price (GMP), and that are skilled in construction of new mixed-use civic developments with a similar size, scope and complexity. The Project is expected to be owned either by KCDC or a subsidiary of KCDC ("Owner"). The Project will be capitalized with a variety of financial sources including new market tax credits which will require a specific ownership structure to facilitate the utilization of new market tax credits. KCDC will, however, serve as Project sponsor and developer. This project consists of a preconstruction phase and a construction phase with separate notices to proceed for each phase. During the preconstruction phase, the CMAR will collaborate with the Owner, Owner's Representative (TBD) and architect (Sanders Pace Architecture) on the design, constructability, cost and schedule of the project, and develop a Guaranteed Maximum Price (GMP) proposal to construct the project. Upon Owner's acceptance of the GMP, Owner will issue a contract to the CMAR for the construction phase without additional public competition. If Owner and the CMAR do not agree upon a GMP, Owner will not award the construction phase of the project and will instead issue another solicitation for that phase. See paragraph 23 of this document for more details on Scope of Work. The CMAR shall be incorporated within the project team, which shall consist of the Owner, Design Innovation Architects (the "Architects"), a TBD owner's representative ("Owner's Rep") and other consultants as Owner may deem necessary or appropriate ("Project Team"). The Project will be located at 1331 W. Oldham Street in Western Heights, Knoxville, Tennessee 37921. Owner anticipates a 4 or 5-month preconstruction/design phase and a construction start date in second quarter of 2026. The CMAR will provide pre-construction services including but not limited to: review and critique of in-progress design documents; provide input with respect to construction feasibility, sequencing, site utilization, alternative materials/methods and long-lead material procurements; develop and adjust the project construction schedule and recommend adjustments to design to ensure completion in the most expeditious manner possible; suggest value engineering opportunities and providing pricing for alternative /deductive design options and in connection with value engineering evaluation, provide and maintain a Cost Model Tracking Log; suggest modifications to improve completeness or clarity and constructability of the design documents; and develop construction cost estimates for the throughout the design stage and ultimately produce a GMP for owner review based on either 90% or 100% Construction Drawings and update the GMP, as-needed, based on any revisions made after 100% Construction Drawings are complete.
