Reference Number 0000402328 Question Deadline 10/30/2025 at 4:00 PM PT Questions are submitted online Yes The Central Contra Costa Sanitary District is requesting quotations from qualified and experienced firms to provide Repair Furnace #2 Refractory - 2025 for the District. The Vendor's quotation may include subcontractors, suppliers and equipment manufacturers; however, the District will recognize the party legally signing the quotation, and any ensuing contract, as having ultimate responsibility for ensuring compliance with the specifications, terms and conditions of the Request for Quotations. General Requirements - Insurance Required SCOPE OF WORK - REFRACTORY REPAIRS Contractor shall provide all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to repair Sludge Incinerator No. 1 (Furnace #2) refractory including but not limited to the following 1) SAFETY REQUIREMENTS a) Contractor shall provide IIPP and site-specific safety plan. Plan must be approved by Central San prior to work commencement. b) In its current state this area or equipment in which the work must be done is considered a Permit Required Confined Space (PRCS). The space shall be treated as a PRCS unless a site visit and hazard assessment by the contractor is completed based upon the proposed scope of work and approved by the district to either re-classify the space or use alternative entry methods. This hazard assessment shall be submitted in writing. If approved by a District Safety Representative the work may be bid upon without a rescue team included. Otherwise, all PRCS entries shall be done in accordance with CCR 8 Section 5157. Contractor shall: c) Complete and document your own entry plan and permit. The district representative will be available to review all hazards and current precautions prior to entry and post entry. Establish and provide a rescue plan which may also include a rescue team. A rescue plan will document how a victim will be rescued who is trapped in a confined space.Different rescue methods may be employed by the contractor based upon the confined space, configuration,and hazards. The contractor will be responsible for determining the most appropriate method to deploy and may include selfrescue, non-entry rescue, or entry rescue. ii. Rescues can be performed by another contractor or a professional rescuer so long as at least one rescuer is immediately available onsite, and all rescuers are fully trained. iii. If a rescue team is required, as the contracting company you will be responsible for providing the rescue team and all the necessary training and equipment. 2) GENERAL WORK a) All repair areas are sprayed paint in the field and can be found on the reference report's photos. b) Clean scale and patch all burner throats except hearths 1,3,4 and 7. (These will be replace by contractors.)) Reseal wall seam/crack patches that have flaked off - typical all hearths. d) Central San will provide any additional door brick or door insulation. e) Supply your own electrical forklift if needed. f) Clean all hearths after completing repairs. g) Clean worksite and dispose of all rubble and refractory materials in bins designated by the district. h) District-Furnished Items: on-site 120-volt power; on-site 90 PSI compressed air. i) Contractor shall provide and use Original Equipment Manufacturer recommended repair material Foseco BLU-RAM, or equal, unless otherwise specified in the scope. j) Proof of qualifications and training may be requested prior to the start of any work. k) If atmospheric monitoring is required, the contractor shall provide monitoring equipment and proof of most recent calibration. l) Reinstall brick and insulation in open hearth doors with existing loose brick and insulation stored at each door site, and the dry scrubber manway entrance. Close up all manway.
