Renovation and addition to an educational facility in Burlington, Iowa. Completed plans call for the renovation of a educational facility; and for the addition of a educational facility.
Construction of the Addition for Grayhound Performing Arts Center. Work includes expanding the existing auditorium with a precast addition and constructing a masonry stagecraft area, along with converting locker rooms into dressing rooms and installing a new air handler unit. Interior upgrades feature new fixed seating, updated stage rigging, theatrical lighting, and a modern AV system to enhance performance capabilities as specified in the Contract Documents. All proposals shall be made on official proposal forms furnished in the Bid Documents and must be enclosed in a separate sealed envelope and plainly identified and addressed to the Burlington Community School District. If a bid is to be mailed, the bid envelope shall be sealed in a regular mailing envelope. Fax and E-mail Bids will not be accepted. The bidder shall bear sole responsibility for ensuring any bid is received at the correct bid location and by the correct time. The Owner shall have no responsibility regarding the location or timeliness of the receipt of any bid(s). At the time an Agreement is issued for work covered by this notice, the Owner will issue an "Exemption Authorization Letter" and a "Designated Exemption Entity, Iowa Construction Sales Tax Exemption Certificate" for the purchase or use of building materials, supplies for this Project to the extent permitted by law. THE CONTRACTOR SHALL NOT INCLUDE STATE OF IOWA AND LOCAL OPTION SALES AND USE TAX FOR BUILDING MATERIALS THAT WILL BE INCORPORATED INTO REAL PROPERTY FOR THIS PROJECT IN A BID FOR THIS PROJECT. No bid may be withdrawn for a period of 45 calendar days after the date of the scheduled closing time for the receipt of bids. Listing of Bid Packages: Bid Package #1: General Trades Bid Package #2: Stage Rigging Equipment Bid Package #3: Fixed Audience Seating Bid Package #4: Fire Sprinkler Bid Package #5: Plumbing & HVAC Bid Package #6: Electrical, Technology, Audio-Visual Systems. Bidders may submit a combined bid for multiple Bid Packages; however, bidders must also submit individual bids for each Bid Package contained within their combined bid. See Specification Section 01 10 00 Summary of Work for scopes of work for each package. Type of Bid Bids shall be based on a stipulated sum contract for multiple prime contracts. MBI plan deposit cards are also an acceptable method of deposit for documents. Unsuccessful bidders must return their drawings and specifications to Action Reprographics or Carl A. Nelson & Company in good condition, and within 14 days of the award of contracts in order to receive a refund on their deposit. The original drawings for the original construction of the Aldo Leopold Intermediate School are being made available to the bidders as a reference document on Action Reprographics for reference only. No warranty or guarantees are provided with regard to the accuracy of these drawings and all conditions should be field verified as required in the General Conditions. All bids shall be accompanied by a bid security in a separate sealed envelope as allowed by Section 26.14A of the Iowa Code. Bid security in the amount of 5% of the total bid in the form of certified check, credit union share draft, or surety bond written on an original AIA Document A310, Bid Bond is required for this project. The successful bidder will be required to provide surety Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the Contract Sum of all packages being bid. The surety providing bonds must have an (A-) A.M. Best rating or better or be listed on the U.S. Department of Treasury listing of approved sureties (Department Circular 570). The cost of the Bonds shall be included in the Contract Sum. Contractors with their principal place of business outside of Iowa shall be prepared to submit an Out-of-State Contractor Bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa. Project Funding Payment of the cost of said project will be made from such cash funds of the Burlington Community School District as may be legally used for said purpose at the discretion of the Burlington Community School District. Notice of Award will be issued within 45 days of the receipt of the bids. Construction Period: Approximately 13 months beginning on March 16, 2026. The Project shall be substantially complete on or before April 6, 2027 and finally complete 60 days from the date of substantial completion. See Specification Section 01 32 01 Project Schedule for schedule requirements. Iowa law provides that on public improvements a resident bidder shall be allowed preference as against a non-resident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country. The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the non-resident bidder is a resident. All Bidders must include a completed Bidder Status Form with their bid. Failure to include the Bidder Status Form may result in the bid being deemed nonresponsive and rejected. It is the intent of the Owner to award one combined contract or multiple package contracts to the lowest responsive, responsible bidder provided the bid has been submitted in accordance with the bidding requirements. All bids will be governed by applicable provisions in the Iowa Code and the policies of the Burlington Community School District, including its Non-Discrimination Equal Employment Opportunity and Affirmative Action Policy. The Burlington Community School District School Board reserves the right to reject any and all bids, to waive informalities and irregularities as allowed by law, and to enter such contract or contracts as it deems in the best interest of the School District. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa.
