The City of Ormond Beach, Florida is requesting proposals from qualified firms to provide City Hall Access Control for the City of Ormond Beach, in accordance with the terms, conditions, and specifications contained in the Request for Proposals. One signed original of the complete proposal packet along with one fully complete electronic file in PDF format on either a CD or thumb drive must be submitted in a single sealed envelope to the Purchasing Office, City Hall, 22 South Beach Street, Ormond Beach, FL 32174. Submission must occur by the specified deadline. All prospective bidders are strongly encouraged to attend a pre-bid conference to discuss the details and requirements of the contract. The City of Ormond Beach is seeking proposals from qualified security system integrators to design, supply, install, and configure a complete security camera and card access control system for City owned facilities. The solution must fully integrate with our existing Verkada cloud-based system. Also included with this proposal shall be a (1) one year service contract with options for renewal. Project Goals 1. Enhance physical security of City Hall and additional facilities to be determined by the City. 2. Ensure seamless integration with existing Verkada infrastructure. 3. Install comprehensive camera coverage for both interior and exterior of the building. 4. Implement card access control on all external entry points and internal department office doors. 5. Provide remote monitoring and centralized access management capabilities through Verkada. -**Submittals Received After The Above Date And Time Will Not Be Accepted. A. Camera Surveillance System The vendor shall: o Conduct a site survey to determine optimal card access and camera placement (interior and exterior) both wireless and hard wired. o Provide and install Verkada or compatible IP security cameras for: o All main entrances and exits. o Perimeter coverage of the exterior of City Hall. o All common areas (lobbies, hallways, stairwells). o Each department interior space, including reception areas and service counters. o All emergency exits and restricted areas. o Ensure proper mounting, cabling, and network integration. o Configure cameras for optimal resolution, field of view, and retention settings. o Integrate cameras with existing Verkada cloud dashboard. o Test and validate video feeds and coverage. B. Card Access Control System The vendor shall: o Conduct site surveys. o Supply and install Verkada or compatible card readers and access control hardware on: o All external entry/exit doors. o All interior department doors (e.g., Finance, HR, Legal, IT, Mayor's Office, etc.). o Ensure installation includes all necessary door hardware (e.g., electrified locks, strikes, controllers). o Integrate with the current Verkada access control platform. o Assign access groups based on City staff roles and department requirements. o Set up remote credential management and real-time access logs. C. Integration and Configuration o All hardware and software must integrate into the City's existing Verkada environment. o Vendor must verify complete system compatibility. o Include configuration of Verkada Command platform for admin-level access, camera views, access schedules, and alerting.
