Duck Key Living Shoreline and Breakwater Repair Project Bids must be submitted via the Bonfire electronic bidding platform at https://monroecounty-fl.bonfirehub.com by 3:00 P.M. on December 11, 2025. Do not email, mail, or deliver in person any sealed bids, as these methods will not be accepted. There is no cost to use the Bonfire platform. Do not submit confidential financial information as part of the proposal; there are separate uploads for these documents. All proposals will be made public on the platform after an intended decision or 30 days, whichever is earlier, unless rejected. If financial information is included in the proposal document, it will be viewable to the public in accordance with public records law. The Duck Key Breakwater Repair and Living Shoreline Project is a shoreline adaptation and coastal resilience effort initiated by Monroe County in response to repetitive storm damage and chronic erosion affecting Duck Key. This work is funded through the Florida Department of Environmental Protection's Resilient Florida Program. The project seeks to restore and enhance the performance of the existing breakwater within its original footprint, while integrating nature-based solutions to protect the interior shoreline, reduce flood risk, and improve water quality and nearshore habitat conditions. The purpose of the project is to enhance coastal resiliency and environmental sustainability through a hybrid solution that combines structural rehabilitation with naturebased features. The intervention seeks to retrofit and stabilize the existing breakwater system to a consistent crest elevation using appropriately sized armor stone, thereby minimizing wave overtopping and erosion caused by increased water levels and storm surge. It also addresses safety concerns by eliminating hazards associated with undersized, rebar-anchored stones currently found on the structure. Another key goal of the project is to improve water quality through the addition of a flushing feature located at the southwest end of the system. This feature is expected to enhance circulation and reduce stagnation within the interior canal system. Furthermore, the project aims to support ecological function by incorporating mangrove planting and establishing habitat areas for seagrass and other marine species. During Hurricane Irma, storm surge caused significant overtopping of the breakwater and displacement of armor stones, especially in the southwest portion. Topographical surveys indicate the structure varies in crest elevation, which increases the risk of overtopping into the protected inland canal and residential areas. The current condition of the breakwater also presents safety hazards from exposed rebar used to anchor under-sized stones.
