Site work and renovation of a water / sewer project in Caddo, Oklahoma. Completed plans call for site work for a one-story above grade water / sewer project.
**As of January 15, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** The project involves the rehabilitation of existing lagoons and the collection system. All work shall be performed and all construction and materials used and furnished must be in accordance with the contract documents prepared by Wall Engineering, LLC. Bidders must comply with the following instructions: - Funding for this project is provided through the American Rescue Plan Act (ARPA) grant program, and compliance with Labor Standards Contract Provisions is mandatory. Compliance with the Davis Bacon Act is required if the total project cost exceeds $10,000,000. - Each bidder must accompany their original bid with a certified or cashier’s check on a solvent bank located in Oklahoma, or a Bidder’s Bond, in the amount of 5% of the bid amount, as a guarantee of the ability to perform the contract and to enter into a written contract, as well as furnish required bonds according to the Public Competitive Bidding Act of 1974. - Bidders must submit a sworn statement in writing affirming no agreement with any other bidder on bid prices or limitations. - Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price are required, obtained from a Corporate Surety licensed in Oklahoma and approved by the Owner and Consulting Engineer. The Maintenance Bond will guarantee the repair of any damage due to improper materials or workmanship for one year after acceptance by the Owner. - Bids must remain effective for 90 days after the opening date. Within 90 days from the bid date, the contract may be awarded to the lowest responsive, responsible bidder, or all bids may be rejected. - Registration with the System for Award Management (SAM) is required for all Applicants and Awardees, including the obtaining of a Unique Entity Identification (UEI) number. - Prospective bidders are required to register with the designated bidding website as a plan holder. All official notifications, addenda, and other bidding documents will only be provided via the designated website. - The Owner reserves rights associated with bid acceptance, rejection, and clarification as provided by applicable law and bidding documents. - Compliance with equal opportunity and disadvantaged business enterprise requirements is mandatory, including good faith efforts to solicit disadvantaged business enterprises.
