Elimination of median barrier openings from Milepost 1.5 to Milepost 39.9, and construction of U-Turn bridges at Mileposts 6.40 and 19.00 in Salem, Gloucester and Burlington Counties, New Jersey. The principal items of work include concrete, reinforcement steel (galvanized, stainless, and epoxy coated), structural steel, temporary sheeting, prefabricated modular walls, concrete filled 16 inch steel pipe piles, lightweight fill, excavation, hot mix asphalt, and maintenance and protection of traffic. Proposals must be submitted electronically through the Bid Express Electronic Bidding portal under the location entitled "Bid Express". Paper Proposals will not be accepted. Any Addenda that may be issued will be issued at least three (3) business days prior to the deadline to submit Proposals. Refer to Subsection 102.05 of the Specifications regarding the submission deadline for questions, interpretations or corrections. The Bidders are advised that the Proposal Bond form or the Letter of Surety form provided in the Authoritys Electronic Bidding software must be executed by the Bidder when this type of proposal guaranty is selected by the Bidder. All bid documents, except the 2016 Standard Specifications, may be examined or purchased online starting October 8, 2025 at the Bid Express website. Instructions may also be found through the Electronic Bidding link found on the Authoritys website. The 2016 Standard Specifications, which form an integral part of the Contract, are available electronically on the Authoritys website and in print from the Authority at an additional cost per copy. Pre-qualification requirements for the project: Bidders must be prequalified under Contract Classification 8, Heavy Highway, Rating Unlimited, prior to the receipt of Proposals. For joint ventures, each member must be prequalified in the Contract Classification, and the sum of the ratings held by each member will be considered the joint ventures rating. In cases where the sum of the ratings exceeds $50 million, the joint ventures rating will be Unlimited. Prequalification or renewal of prequalification must be received by the New Jersey Turnpike Authoritys Engineering Department prior to the deadline. All Bidders, including joint ventures, must be registered pursuant to the Public Works Contractor Registration Act at the time of Proposal submission. Proof of valid business registration with the State of New Jersey Department of the Treasury must be submitted by the successful Bidder prior to award of the Contract. The Contractor agrees to make a good faith effort to award at least 25% of this Contract to Subcontractors registered as Small Business Enterprises (SBE) and 3% to Subcontractors registered as Disabled Veteran-Owned Businesses (DVOB), unless the prime Contractor is itself so registered. All Bidders must comply with affirmative action rules prohibiting discrimination in employment and requiring affirmative action in performance of Contracts awarded to the successful Bidder.
