RFP #: 25-97-3320 The Forsyth County Board of Commissioners is soliciting proposals from qualified firms to provide Construction services for the Forsyth County - Antioch Water Treatment Plant (WTP) Emergency Backup Generator under a Progressive Design-Build Agreement. The project includes the following major components: 1) Significant cutting, off site hauling and disposal of spoil material, and regrading of the existing soil pile covering the majority of the planned generator facility. 2) Site drainage and stormwater management improvements needed to accommodate the additional impervious surface created as result of this project. 3) Permitting of the work as required. 4) Coordination with Georgia Power for the installation of the new service entrance. 5) One 2500kW, 12.47kV generator at the electric utility service point; it is anticipated the generator will operate 18MGD of conventional filters and 6MGD of membrane process trains (total 24 MGD) and two 700 HP high service pumps (4.16kV, 9 MGD capacity each, for 18 MGD total of pumping capacity). The design builders engineer will coordinate with owner to identify load shed scheme and determine what will happen when plant is on generator power. 6) New medium voltage generator bus and new service entrance equipment housed in a new electrical building. 7) The site layout will be sized to accommodate two additional future generators, providing a 7500kW backup supply for the ultimate plant capacity per the facility master plan. 8) New electrical building will require new paved driveway access. 9) Commissioning and start-up of the new facilities. All work to be completed within 730 calendar days from issuance of Notice to Proceed. All firms must be licensed in Georgia, maintain a full-time office in Georgia, and have a registered agent in Georgia. In order to perform public work, the Contractor and its Subcontractors, prior to the award of Contract shall hold such licenses as required by State Statutes, and federal and local Laws and Regulations. No firm may withdraw their Proposal within 120 days of the actual date of opening. Proposals MUST be submitted in the format prescribed herein. Failure to comply with the directions listed in this RFP, or omission of requested information could result in disqualification of your firm's proposal A. The completed Work will assist the Forsyth County Fowler Water Reclamation Facility in returning effluent flow to Lake Lanier. The major components of the project are separated into the following areas of work and tasks: 1. Return Flow Pump Station (Design and Construction) New Return Flow Pump Station including Pump Room, Electrical Room or separate building, Pump Station Building to match existing facility facade. Aeration equipment as required to provide necessary dissolved oxygen for return flow to Lake Lanier. Superoxygenation sidestream system has been selected for ease of integration into the site and return flow system. Building space and pad space for equipment and tank location to be included. Pump station hydraulics and pump selection. Pump Station will not be able to return flow to Lake Lanier upon installation and the system should include provisions to allow pumping through the existing reuse pipeline to the Chattahoochee River or alternate use mode to be determined during design to allow all installed equipment be maintained and provide beneficial use to Forsyth County at startup. All piping and valving to integrate the new pump station with the existing reuse and pumped systems. Access road to connect new pump station to existing plant roadway. Landscaping as required to blend the new facility with the park aesthetics. All electrical sizing, service provider coordination, and controls as needed to support the new Pump Station and Reaeration System. The electrical work has been preliminarily defined as follows but shall be reviewed and designed as needed for the full pump station design. o The Return Flow pumps may be fitted with Variable Frequency Drives (VFDs) and should be evaluated and designed if selected Utilize the existing 4160-volt switchgear, 800MVSG-1 located in the MEB. o One (1) new 480 volt, 2000A, 3-Phase, 3-Wire switchgear located indoors in a new Return Flow Pump Station Building to be located near the new pumps. o Two (2) new 4160-volt delta - 277/480-volt wye, pad mount transformers mounted adjacent to the Return Flow Pump Station Building. o Primary 4160-volt underground feeders from the existing switchgear 800MVSG-1 at the Main Electrical Building to each transformer. Each feeder will be connected to a spare circuit breaker at Switchgear 800MVSG-1. o Step-down transformer, 480 volt - 120/208-volt wye. o 120/208 volt, three-phase panelboard for miscellaneous loads and lighting. o Three (3) new 350HP Return Flow Pumps with inverter duty motors at 480-volt. The pumps will be configured as twoduty/one-standby. The design will include provisions to alternate the standby pump so that runtimes for each pump will be approximately the same. o Three (3) new Individual VFD cabinets in NEMA 1, gasketed enclosures for each pump located inside the RFPS building. The VFDs will be 480 volt, 6-pulse units with harmonic filters (if required). o Evaluate the installation of a backup generator for the Return Flow Pump Station. The evaluation should include discussion of the plant and pump station benefits of the generator in contrast to cost, lead time, and other critical goals of the project. At a minimum the design shall include the planning for backup power for the Return Flow Pump Station including design of the site location, and installation of all supporting electrical feeds, gear, conduits, and all other required supporting items to allow for the generator to be installed at a later date if not included in the current project construction. 2. Return Flow Facility (Construction) o New Return Flow Facility including a Compliance Laboratory, Staff Space, and Materials Storage for maintenance of the return flow system. o New reuse hydrant fill station and associated driveway to replace the existing reuse hydrant currently located at the planned Return Flow Facility Location. o Miscellaneous Site Improvements such as new fencing and paving to allow easier access into the new facility. o The scope of work for the new facility and supporting components is defined in the Contract Documents. All work items as well as requirements related to the process of completing the work such as permitting, product submittals, work planning, operations coordination, and other as defined in these documents will be required by the selected Progressive Design Build Firm.
