implementation of the recommended restoration actions for linear and non-linear disturbances. Restoration actions will be implemented at intersections where unauthorized routes are visible from authorized routes and will be carried out for the length of the visible disturbance. The recommended actions and prioritization of disturbances for restoration are detailed in the Data Matrix (Appendix 4). This work is anticipated to commence in November 2025. The Clark County Desert Conservation Program (DCP) aims to enhance habitat conditions for the Mojave Desert tortoise (Gopherus agassizii) and other wildlife in the Piute Eldorado Valley Area of Critical Environmental Concern (ACEC). Off-highway vehicle (OHV) riding is the most common form of recreation occurring within the ACEC. OHV usage negatively impacts habitat conditions by destroying native plants, facilitating invasion of non-native plants, increasing dust emissions, generating excessive noise, and causing compaction of soil. Vehicle tracks in unauthorized areas that are visible from authorized routes encourage further illegal OHV travel. To reduce OHV violations in unauthorized areas within the ACEC, the DCP will visually obscure linear and non-linear disturbances through implementation of prescribed restoration actions to allow for natural recovery along the disturbances. The first phase of this project consisted of a baseline field assessment of disturbances, identification of necessary restoration level for each disturbance, prioritization of restoration actions, and the development of a detailed Piute Eldorado Valley Area of Critical Environmental Concern Restoration Plan (hereinafter referred to as the Restoration Plan; Appendix 3). The Restoration Plan describes the restoration actions that are prescribed for each disturbance and provides a Restoration Action Decision Tree to facilitate decision-making in the field. This project will be implemented in the Piute-Eldorado ACEC, located in southern Clark County, Nevada. The center of the project area is 35 27'17.07"N / 114 58'58.52"W (35.454742 / -114.982922). Project sites are all on or adjacent to open dirt roads. Fourwheel drive vehicles will be required to reach some project sites. Please see the maps in Appendix 3. The Clark County Desert Conservation Program (DCP), is soliciting proposals for Piute-Eldorado OHV Route Restoration Implementation. The intent of this formal Request for Proposal is to receive responses from qualified respondents for awards exempt from competitive solicitation under Nevada Revised Statutes (NRS) 332.115, Revised 2019.
