Sealed bids are invited for the construction of campus security improvements as per specified drawings and specifications. The project will be bid as multiple prime contracts, including specified contractor license requirements for door hardware (C-28) and electrical & low voltage (C-7 or C-10). Attendance at a mandatory pre-bid meeting is required. Bids must be sealed and filed at the designated purchasing department address. Bids must be accompanied by a bidder's bond, cashier's check, or certified check for at least ten percent of the amount of the base bid. The successful bidder must furnish both a Payment Bond and a Faithful Performance Bond, each for one hundred percent of the contract price. Securities may be substituted or an escrow established in lieu of retainage. Only licensed contractors will be considered, and all contractors and listed subcontractors must be registered with the Department of Industrial Relations. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The lowest bid is determined by the lowest total of the prime bid plus any additive or deductive items. The owner reserves the right to waive irregularities and reject bids. Bidders may not withdraw bids for sixty days after opening. Pre-qualification requirements: Bidders acting as both Prime Contractor and General Contractor (A or B license), or as Electrical, Mechanical, and Plumbing contractors (license classifications C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46) whether Prime or Subcontractor, must be prequalified prior to bidding. Pre-qualification applications must be submitted and approved prior to the stated deadline. Submission of the questionnaire does not constitute qualified status. All contractors and subcontractors at any tier must be registered with the Department of Industrial Relations and maintain active registration during the project period. The project is subject to prevailing wage requirements and related labor compliance provisions.
