Site work and paving for a road / highway in McHenry, Illinois. Conceptual plans call for site work for a one-story above grade road / highway.

McHenry County Division of Transportation desires to contract with a qualified engineering firm to assist the County of McHenry in Phase II Engineering for the Lakewood Road Corridor project. The purpose of the Lakewood Road project is to improve safety and connectivity for pedestrians and bicyclists along Lakewood Road from Algonquin Road to Ackman Road in addition to improving safety for vehicles at the Lakewood Road and Miller Road intersection. The need for the project includes addressing gaps in the local and regional transportation system for pedestrians and bicyclists and to provide safety improvements to address the crashes at the Lakewood Road intersection with Miller Road. This project consists of the construction of a multi-use path along both the east and west sides of Lakewood Road from Algonquin Road to Ackman Road in the Village of Lake in the Hills, widening of Lakewood Road to provide median refuge islands at multiple intersections, constructing two new pedestrian structures over Kishwaukee Creek located just north of the Miller Road intersection, and the construction of a roundabout at the Lakewood Road and Miller Road intersection. All work shall conform to IDOT/FHWA policies and procedures for federal aid projects and will be completed under applicable BLR and BDE Manuals. This project is adding multi-use paths along Lakewood Road and pedestrian crossings at intersections to achieve the purpose and need. The County is looking for a firm to help advance pedestrian safety with this project. Expertise with pedestrian movements at roundabouts, pedestrian refuge islands, and RRFB placement is preferred. The current design impacts over 100 parcels along the corridor, which includes both permanent right-of-way and temporary easements. The County would like to reduce right-of-way impacts. The County is looking for a firm to evaluate, modify, and complete the drainage design while adhering to the project’s approved 3R design guidelines and local stormwater requirements. The County has experienced inconsistencies with specs, special provisions, and plan quantities as they relate to the measured field quantities. These issues have cost the County time and money during construction. The County is looking for a firm that has a strong QA/QC policy and can demonstrate they can identify and address issues before the project is in construction. The County is looking for a firm who has experience coordinating with utilities and resolving conflicts early to avoid delays during construction. A Phase I Re-Evaluation may be required as part of this project. Experience with Phase I Re-Evaluations with IDOT Local Roads is preferred.
