The City of Mount Vernon solicits interest from consulting firms with expertise in civil engineering, surveying, permitting,right-of-way acquisition,and related professional services. This negotiated-hourly rate agreement will extend from approximately January 2026 through December 2027 with the option for the City of Mount Vernon to extendit for additional time andmoney if necessary. The City of Mount Vernonreserves the right to amendterms of this "Request for Qualifications" (RFQ) tocirculate various addenda,or to withdraw the RFQat any time, regardless ofhow much time and effortconsultants have spent ontheir responses. The work to be performedby the selected consultant consists of preparing preliminary civil engineering designs, plans and specifications, permitting documentation and applications, right-of-way/real estate services, and construction managementand inspection services documentation to supportthe addition of trail lighting pedestrian improvementsto the Kulshan Trail in Mount Vernon, Washington. The Kulshan Trail isa shared-use, east-west trail extending from 4th Street to Waugh Road.The Kulshan Trail Lighting- 3 project extends alongthe trail segment from theintersection with NorthLaventure Road east tothe intersection with North30th Street. The proposed improvements include pedestrian-style lighting, underground power, and security camera amenities. Major features and services anticipated for theproject scope will include: * Trail lighting including allconduit and electrical design requirements * Security camera amenities integral with pedestrian lighting fixtures * ADA compliant sidewalkand pedestrian crossingimprovements (where required) * Environmental documentation and preparation ofpermit applications for National Environmental Policy Act (NEPA) review andapplicable local permittingrequirements. * Real estate servicessupporting acquisition ofprivate property temporary construction accessin accordance with federal standards and requirements * Construction management and inspection documentation. This project is fundedthrough a transportationfederal aid grant and hasa Disadvantaged BusinessEnterprise (DBE) goal of 0%. All preliminary engineering design activities arescheduled to be completed during 2026, includingobligation of awarded federal transportation construction funding. Construction is scheduled for2027.
