The Town of Ranchester is seeking proposals from qualified professional engineering firms to conduct a comprehensive study for an alternate municipal water source. The purpose of this study is to evaluate and assess risks associated with the existing municipal water supply and to provide recommendations for a reliable and sustainable alternate water source. Scope of Services: - Identify potential alternate water sources, such as new aquifer wells, other surface water sources, regional interconnections with other municipalities/utilities, and advanced treatment technologies, and evaluate the regulatory, environmental, and technical feasibility of each option. - Analyze the capacity, reliability, water quality, environmental impacts, permitting requirements, and infrastructure needs of each alternative. - Provide a life-cycle cost analysis, including capital, operation, and maintenance costs. - Identify the most feasible and cost-effective alternate source(s), and provide a prioritized list of recommended alternatives with conceptual layouts and preliminary cost estimates. - Prepare draft and final written reports summarizing findings, and present the final report to the Ranchester Town Council. Instructions to Bidders: Proposals must include a cover letter with firm background and contact information. Proposals will be evaluated on demonstrated understanding of project objectives, technical approach and methodology, qualifications of assigned personnel, relevant experience with municipal water supply planning (including examples and references for at least three comparable projects), proposed schedule and ability to meet deadlines, and cost effectiveness (with a cost proposal broken down by major task). Three bound hard copies of the proposal must be submitted. Late proposals will not be considered. The Town of Ranchester reserves the right to reject any or all proposals, and the selected firm will be required to enter into a Professional Services Agreement with the town.
