The Panhandle Regional Planning Commission (PRPC) requests sealed proposals from qualified consulting firms to develop a Comprehensive Safety Action Plan for the twenty-six counties of the Texas Panhandle under the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) program. The Plan will serve as a regional framework for identifying and prioritizing projects and strategies that significantly reduce or eliminate roadway fatalities and serious injuries. The consultant will conduct research and analysis, facilitate stakeholder engagement, and develop a data-driven and equity-focused plan consistent with USDOT's "Vision Zero" objectives. The study area covers twenty-six counties and will coordinate with existing SS4A efforts by the Cities of Amarillo and Canyon to avoid duplication. Each proposal submission must include one original signed proposal, five additional copies, and one electronic copy (via email or flash drive). Electronic copies may be submitted to aguerrero@theprpc.org with all required attachments. Late or faxed proposals will not be accepted. RFP documents, including the detailed Scope of Work, Evaluation Criteria, and required Attachments I–III, may be obtained by emailing aguerrero@theprpc.org. Proposers must comply with applicable federal and state regulations, including 2 CFR Part 200, Equal Employment Opportunity (EEO), Civil Rights, Title VI, Americans with Disabilities Act (ADA), and active registration in SAM.gov. PRPC reserves the right to negotiate with any and all firms, to award more than one contract or to award no contracts, and to reject any or all proposals or to waive informalities. Minority, women-owned, and disadvantaged business enterprises are encouraged to apply.
