Site work and paving for a mixed-use development in Saint Louis, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The City is requesting sealed proposal. The proposed project consists mainly of replacement of approximately 51 double ramp ADA corners, 37 single ramps, 2 sidewalk panels with truncated domes, 3 alley drive approaches with truncated domes on each side, and 2 valley gutters. Each bidder shall expressly covenant in the bid that if the bidder is awarded the contract, the bidder will, within 14 days after the bid is awarded, enter into a formal contract and give an approved performance bond and a labor and materials payment bond to secure the performance of the terms and conditions of the contract. Each bid must be accompanied by bid security payable to the City of Helena for ten percent (10%) of the total amount of the bid. Bid security provided in a form specified in 18-1-203, MCA, which includes, but is not limited to, certified check, cashier's check, bank draft, bid bond, guaranty bond, or surety bond, constitutes compliance with this requirement. The bid security protects and indemnifies the City against the failure or refusal of the successful bidder to timely enter into the contract. PERFORMANCE BOND; LABOR AND MATERIALS BOND: The Bidder to whom the contract is awarded will be required to furnish a performance bond and a labor and materials bond, in favor of the City, issued by a surety company licensed in this state. The bonds must be in an amount equal to one hundred percent (100%) of the Agreement amount. All inquiries, questions, or requests for interpretation, correction, or clarification must be submitted in writing to the city contact listed above. Whenever responses to inquiries would constitute a modification or addition to the original IFB, the reply will be made in the form of an addendum to this IFB, a copy of which will be posted on the city's website. 1. Construct new ADA ramps, drive approaches, valley gutters, and sidewalk panels at locations outlined in Exhibit 3G. 2. New corners will be constructed to accommodate best pedestrian access routes (PAR). The corners will not be built to the existing road necessarily, considering the road can be reshaped during the mill & overlay process. 3. Onsite engineering will require consideration of drainage around the new ADA assets. If a drain is required, it should be packaged into the bid price. 4. Pricing includes the necessary transition panels to existing sidewalk, as well as curb & gutter transitions. 5. All curb & gutter is to be doweled into the gutter it is tying into. 6. All curb & gutter is to be poured against a clean, sawcut edge of asphalt, even if there is a grade difference between the two surfaces. If the asphalt is in poor condition, a field decision will be made whether to use a form board. 7. All new curbs shall be painted with Ennis yellow. 8. Contractor will have concrete sampled and tested by a materials testing lab once every 30 days to ensure conformance to material spec. 9. All work shall be done in accordance with City of Helena Engineering Standards, Montana Public Works Standard Specifications (MPWSS) and comply with PROWAG guidelines. 10. The Contractor is responsible for furnishing, installing, maintaining, relocating, and removing traffic control devices for regulating, warning, or directing vehicle or pedestrian traffic during construction. A typical Traffic Control Plan must be submitted with the executed contract. All traffic/pedestrian controls shall be placed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) Standards. Traffic control is incidental to the repair/replacement work; no other compensation will be allowed The bonds must be executed on the forms bound in the Contract, signed by a surety company licensed in the State of Montana and acceptable as a surety to the City, and countersigned by a Montana resident agent. FAILURE TO EXECUTE AGREEMENT: Failure to execute the Agreement and furnish a performance bond and payment bond shall be just cause for annulment of the award. In the event of such annulment, the bid guarantee shall be forfeited to the City, not as a penalty but as liquidation of damages sustained. Award may then be made to the next lowest responsible and qualified Bidder, or the work may be re-advertised as the City may decide. ACCEPTANCE AND REJECTION OF BIDS: The City reserves the right to accept or reject the bids in the best interest of the City. The City reserves the right to waive informalities and irregularities in any bid submitted, to reject non-conforming, non-responsive or conditional bids, to correct arithmetic errors without changing unit price, and postpone awarding of the contract for a period not exceeding sixty (60) days. CANCELLATION OF AWARD: The City reserves the right to cancel the award of any contract at any time before the complete execution of the Agreement by all parties without any liability against the City. BOUND COPY OF CONTRACT DOCUMENTS: None of the Instructions to Bidders, Bid Form, bond forms, Agreement, contract stipulations, or other specifications shall be removed from the bound copy of the Contract Documents prior to submission of bid. The City reserves the right to reject any or all proposals received, waive informalities, postpone the award of the contract for a period not to exceed SIXTY (60) days, and accept the lowest responsive and responsible bid that is in the best interest of the City.
