No definite date for the rebid.** The City of Winthrop, Minnesota, is seeking proposals from qualified audio/visual contractors to design, furnish, and install an integrated speaker system for a meeting and event room located on the second floor of City Hal. The purpose of this project is to ensure clear audio coverage throughout the room, particularly in areas where background noise from HVAC units currently impairs audibility. The project space is approximately 3,200 square feet, used for meetings, public hearings, and community gatherings. The City seeks an integrated speaker system that provides even sound distribution and clarity, ensuring all attendees can hear speakers over the sound of air conditioning units and other ambient noise. The system should be designed to allow for flexible use, including: Public meetings and workshops Presentations and recordings Potential future integration with microphones, recording devices, or hearing assistance systems. The selected contractor will be responsible for the following: Conducting a site visit to assess room acoustics, layout, and HVAC noise conditions. Designing an integrated speaker system suitable for speech clarity and coverage. Supplying all required materials, equipment, and hardware. Installing all speakers, amplifiers, control panels, cabling, and associated components. Providing user training for City staff. Offering a minimum one-year warranty on parts and labor. Optional (please include as separate line items if applicable): Integration with existing or future audio systems. Wireless microphone compatibility. System control via tablet or wall-mounted interface. Proposal Requirements Proposals should include: 1. Company Background: Overview of experience with similar audio system installations. 2. Technical Proposal: Description of proposed solution, equipment specifications, and design approach. 3. Project Timeline: Estimated schedule for design, installation, and training. 4. Cost Proposal: Itemized costs for all labor, materials, and optional features. 5. References: At least two references for similar completed projects. Evaluation Criteria Proposals will be evaluated on the following: Experience and qualifications (30%) Quality and suitability of proposed system (30%) Total cost and value (30%) References and past performance (10%). Proposal Preparation Costs The City is not responsible for any costs incurred by respondents in the preparation or submission of proposals, participation in interviews, or other activities related to this RFP process. No Guarantee of Contract Selection through this RFP process does not constitute a contract award. A final contract will only be executed upon approval by the Winthrop City Council. Contracting and Bidding Requirements Pursuant to Minnesota Statutes 471.345 (Uniform Municipal Contracting Law): Contracts estimated to exceed $175,000 must be let by formal competitive bidding. Contracts estimated to be more than $25,000 but not more than $175,000 may be made either by sealed bids or by direct negotiation, provided that at least two or more written quotations are obtained. Contracts estimated to be $25,000 or less may be made either upon quotation or in the open market, at the discretion of the City. All contract awards are contingent upon compliance with applicable public procurement and financial policies. Late submissions may not be considered.
