Marlboro County Government is soliciting bids from qualified firms to construct a 21.5 by 21 foot Hardie-Plank sided restroom facility with a 21 by 8 foot porch per specifications at the County Fairgrounds located at 999 Fayetteville Avenue Extension next to Marlboro County High School in Bennettsville, South Carolina. The building will be utilized by participants and spectators who attend events held at the County Fairgrounds located at 999 Fayetteville Avenue Extension off Route 15-401 and next to Marlboro County High School in Bennettsville, South Carolina. The site is vacant ground and the facility will be located on the east side of the property closest to the Marlboro County football field. The plans as sealed by Jill Fox Architect and Benjamin L. Smith PE has undergone plan review by Safe Built, the firm that the County uses to provide oversight for permitting. There will be no building permit fee for this project. The property location is under the County jurisdiction. The County does not have a business license ordinance. The City of Bennettsville provides water service to the project location. The County will apply for a water tap with the City of Bennettsville. The building will require a septic tank system. The contractor will make application to SCDHEC and provide septic tank permit. Contractor will install septic tank system and will provide a minimum of 300 feet of drain lines with system. Existing electrical service is with MPD Electric Cooperative for this location. The County will request a temporary power service for the site from MPD Electric Cooperative. Contractor to provide temporary service pole. The work as performed by the selected contractor will be subject to inspection from Safe Built who serve as the inspector on this project and the County will incur that cost Notice for intent to award bid - December 10, 2025 Deadline for receipt of written questions and requests for addenda -November 18, 2025 TURN KEY FAIRGROUNDS RESTROOMS FACILITY SPECIFICATIONS - SCOPE OF WORK 1. Contractor to apply termite treatment prior to pouring concrete. 2. Contractor to install (pour & finish) 4" reinforced concrete slab foundation per specifications in contract drawings. 3. Contractor to apply ten (10) Mil vapor barrier on compacted subgrade. 4. Approximate location of restrooms is indicated on plat map for 033-00-01-042 as an attachment to this RFP. The exact location will be marked on site. 5. Contractor to install electrical wiring, switches, and outlets per contract drawings. 6. Concrete floor in open shelter area shall serve as finished floor. 7. Where applicable, contractor to install all drywall and perform finish work which consist of two coats of interior paint on drywall and painted semi-gloss base board and casings. 8. Contractor to perform all plumbing, electrical, HVAC per specifications identified in contract drawings. 9. Contractor to install intake vents and exhaust fans. 10.Contractor to install water heater. 11.Contractor to install doors and hardware per schedules. 12. Contractor to install "Hardie Plank" siding for sides and gable ends. 13.Contractor to provide all insurance requirements prior to contract award by owner. 14.The awarded contract bidder will provide all materials and labor according to the scope of work listed above. 15.Sales tax on materials are to be included with the total bid cost.
