As of November 5, 2025, this project has been cancelled. Project will rebid but no definite date yet. The Rockford Housing Authority (hereinafter, "RHA") is a public entity that was formed to provide federally subsidized housing and housing assistance to low-income families, within the city of Rockford, IL. The RHA is headed by a Chief Executive Officer (CEO) and is governed by a five-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the RHA's procurement policy. Currently, the RHA owns and/or manages: (a) 3 multi-family apartment complexes totaling 581units; (b) 7 senior complexes, totaling 1039 units; (c) 298 single-family homes throughout Rockford, IL; and (d) administrates a total of 1500 Section 8 Housing Choice Vouchers. The RHA currently has approximately 70 employees. In keeping with its mandate to provide efficient and effective services, the RHA is now soliciting bids from qualified, licensed and insured entities to provide the above noted services to the RHA. All bids submitted in response to this solicitation must conform to all of the requirements and specifications outlined within this document and any designated attachments in its entirety.
