Site work, paving and new construction of a parking garage in Carman, Manitoba. Completed plans call for the construction of a 900-square-foot, one-story above grade parking garage.
This project involves the design and construction of a new garage (approximately 30' x 30') and the rehabilitation and upgrade of the RCMP Carman Detachment parking lot and surrounding site infrastructure. The work includes resurfacing the asphalt on the east and north parking areas, upgrading exterior lighting and electrical systems, installing a secure perimeter fence with access gates, and preparing the site for a future garage structure. The project must adhere to RCMP Fit-Up Standards and applicable municipal and provincial regulations. A lifecycle cost benefit analysis, using the "Guideline-Project GHG Options Analysis Methodology," is required to assess at least four design options for energy and greenhouse gas emission performance, including the feasibility of net zero carbon or net-zero carbon ready design. A Climate Risk and Vulnerability Assessment (CRiVA) must be completed and recommendations incorporated, including strategies for stormwater management and landscape planning that prioritize native, drought-tolerant species. The scope includes civil, electrical, and environmental elements such as soil testing and potential remediation, replacement of curbs and stops, and environmental stewardship. The order of priority is securing fencing, lighting upgrade, electrical upgrades, coordination for future garage installation, parking lot patching and related repairs, and the garage itself. All work must demonstrate best value to Canada and include final testing and commissioning. Refer to additional requirements and CRiVA SOW as issued with the RFQ documents for complete details. DB/TI/Business Case were waived by RCMP. Include cost for winter investigation as required. RCMP Sustainability requirements apply for the heated garage (e.g. unit heater 15kW hanging from ceiling), minimum 100-amp panel for electrical, no EV infrastructure required, and slab on grade for garage foundation with adequate drainage. The exterior lighting design shall utilize LED, minimize light pollution, and be controlled via photocell. Soil testing and remediation are required near the main entrance only if soil is disturbed.
