The City of Albany, Procurement Division, will receive sealed proposals from qualified individuals or firms for the Bill Miller/Kalman Malone Park and Carver Gym projects, which will be conducted using the Construction Manager at Risk (CMAR) delivery method. The CMAR will provide preconstruction services including cost estimating, constructability reviews, value engineering, and schedule optimization to align project design with available funding and compliance standards. The CMAR will serve as the general contractor under a Guaranteed Maximum Price (GMP), managing procurement, quality control, and scheduling to ensure efficiency and cost certainty. This project delivery method allows for early procurement of materials and phased construction starts, reducing the overall project duration. The CMAR framework will combine both projects to provide economies of scale, coordinated procurement, and consistent quality, ensuring delivery in compliance with both INODIC and SPLOST funding requirements.
