In some cases, preferred manufacturers have been identified, however, unless otherwise provided in this solicitation, the name of a certain brand, make or manufacturer does not restrict Bidders to the specific brand, make or manufacturer named, but conveys the general style, type, character, and quality of the article desired. Any item that the City, in its sole discretion, determines to be the equal of that specified, considering quality, workmanship, economy of operation, and suitability for the purpose intended, shall be accepted. Failure to furnish adequate data for evaluation purposes may result in declaring an offer non-responsive. Unless the Bidder clearly indicates in its Bid that the product offered is an "equal" product, such Bid will be considered to offer the brand name product specified in this solicitation. However, the Contractor is encouraged to seek out and consider DBE and/or Small, Women-owned, and Minority-owned (SWaM) businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as potential subcontractors and suppliers. SCOPE OF WORK The City of Falls Church (City) Lincoln Park Stormwater Drainage Improvements Project (Project) is centered around Lincoln Park at the southeast of the intersection of Great Falls and Lincoln Avenue. The Project will improve stormwater infrastructure along the corner of Great Falls Street and Lincoln Park to alleviate flooding including stormwater outfall capacity improvements. Project elements include, but are not limited to: New underground detention facility; New stormwater infrastructure (outlets, pipes); Storm drainage replacement; A bioretention facility; Sidewalk and Lincoln Park restoration; and Erosion and sediment control. The awarded Contractor shall furnish and install all elements per plan set and in accordance with Federal requirements. The Project shall be completed according to the Department of Public Works (DPW) General Provisions for Construction; DPW Tree & Landscape Specifications; these Special Provisions; DPW Stormwater Specifications; Supplementary Specifications; Plans and Drawings; applicable VDOT Specifications; City Standard Details; and all attachments and amendments to this IFB read together as a single specification.
