Robert Abell Home Repairs Work is to be performed in accordance with the contract documents to be obtained from Action Properties, Inc. The successful bidder will be required to submit certificates of insurance, as specified, including Public Liability Insurance. The contract will be awarded to the lowest, most responsible bidder; however, the Owner reserves the right to reject any or all bids or any part of any bid in connection with said project. The contract, when awarded, shall be subject to the Prevailing Minimum Wage Rates (for contracts over $25,000) as well as Section 3 of the CFR Part 24, Section 135 (for contracts over $100,000). The successful bidder shall be an Equal Opportunity Employer. For projects over $100,000, the bidders/offerors must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. The Owner encourages minority and women owned businesses to participate in the bidding. The Pennsylvania Department of Community and Economic Development's Community Development Block Grant program (CDBG) is providing funding for this project
