Project Overview The City’s wastewater collection system primarily serves residential areas via gravity sewer mains and two lift stations. One of these, located in Pelican Flats, discharges through an insulated HDPE force main. Much of the collection infrastructure is located beneath the boardwalk. Wastewater treatment is provided by four above-ground septic tanks, each with a 10,000-gallon capacity, arranged in two parallel treatment trains. Influent is pumped from the Breakwater lift station, and treated effluent is discharged offshore through a recently upgraded outfall pipe. A Preliminary Engineering Report was completed in July 2024, which identified several deficiencies in both the collection and treatment systems. Due to the age and deteriorating condition of the septic tanks, the report recommended their replacement to improve treatment performance and ensure regulatory compliance. This work is designated as Phase 2 of the City's wastewater system upgrade. (Phase 1, which involved the removal and disposal of accumulated sludge from the existing tanks, was successfully completed earlier this year.) The scope of work for Phase 2 includes: • Replacement of the four existing septic tanks in their current location at the end of the breakwater. • Installation of new yard piping and safety features including stairs, grating, and handrails for fall protection. • Construction of a concrete pad, roof structure, and perimeter. • Addition of new treatment components: Influent screening system Effluent disinfection system Sludge management system Septic pumper trailer The City of Pelican, Alaska is requesting proposals for a contractor to perform septic tanks replacement Proposed Septic Tank Treatment Process and Site Configuration To comply with anticipated Section 301(h) variance requirements, the proposed septic tank treatment system will incorporate the following process steps: 1. Influent Screening: Wastewater will be pumped from the Breakwater pump station into a dedicated influent screening system to remove large solids and debris. 2. Primary Treatment: Screened wastewater will flow into two parallel treatment trains, each consisting of two septic tanks in series, replicating the current configuration. 3. Effluent Filtration: Effluent exiting the septic tanks will pass through an effluent filter to further reduce biochemical oxygen demand (BOD) and total suspended solids (TSS). 4. Disinfection: Filtered effluent will enter a disinfection system before being discharged through the existing outfall in Lisianski Inlet. Solids Handling and Maintenance Sludge accumulated in the septic tanks will be pumped in accordance with the Operations and Maintenance Manual, using a septic pumper trailer, and subsequently processed through a dewatering system Screenings from the influent screen and dewatered solids will be properly disposed of. A portable pump and hoses will be included to periodically flush the outfall pipe with seawater, supporting ongoing maintenance and preventing buildup. Site Layout and Infrastructure The upgraded system will retain the current site layout, featuring four 10,000- gallon insulated septic tanks, constructed from fiberglass, steel, heavy-duty plastic, or other approved non-traditional materials, installed on a concrete slab located at the end of the breakwater. Tanks will be arranged in two parallel trains, each with two tanks in series. A small building housing the influent screening system will be located on the influent side of the tanks. A new building west of the tanks will contain the solids handling and disinfection systems, as well as storage space for the septic pumper trailer.
