Septic Tank Sludge Removal and Dewatering The City of Pelican (City) needs to remove the sludge from the community's wastewater septic tanks. The removal of the sludge is the first phase of a multi-phase project to upgrade the City's wastewater treatment system for compliance with the Environmental Protection Agency (EPA) The City operates a wastewater treatment system consisting of four 10,000 gallon septic tanks operated two in-parallel and two in-series configuration. For proper operation, sludge should be removed from septic tanks on a regular basis. However, due to the remote nature of Pelican, sludge removal has not been performed in many years. A large amount of compacted sludge has accumulated and reduced the total treatment volume in the septic tanks, which reduces the treatment effectiveness. Due to this and several other violations, the City of Pelican is under an Administrative Order of Consent (AOC) from the US Environmental Protection Agency to improve the wastewater treatment system. Removal of sludge from the septic tanks is required as part of complying with the AOC. Question Deadline 01/21/2025 The City of Pelican will not be responsible for proposal preparation costs, nor for costs including attorney fees associated with any (administrative, judicial, or otherwise) challenge to the determination of the highest ranked Proposer and/or award of contract and/or rejection of proposal. By submitting a proposal each Proposer agrees to be bound in this respect and waives all claims to such costs and fees. A Proposer may withdraw a proposal at any time prior to the final submission date by emailing a request to withdraw. The Proposer may thereafter submit a new proposal by email prior to the final submission date. Modification offered in any other manner, oral or written will not be considered. A proposal cannot be changed or withdrawn after the submission date. The City of Pelican reserves the right to reject any or all proposals if determined to be in the best interest of the City.
