A certified check, cashier's check or bid bond in the form included in the Contract Documents, payable to the City of Ketchikan d/b/a Ketchikan Public Utilities in an amount equal to at least five percent (5%) of the total bid amount shall accompany each bid, as evidence of good faith and as a guarantee that if awarded the Contract, the bidder will execute the required Form of Agreement, and give the bonds and other instruments as required. Performance and Payment Security. The successful Bidder, simultaneously with submittal of the form of Agreement set forth in the Contract Documents to the City, will be required to submit performance bonds and payment bonds, and in the amounts specified in the Information for Bidders and the Contract Documents, secured from a surety company authorized to transact business within the State of Alaska and satisfactory to the City, and on the bond forms contained in the contract Documents, each in the amount of one hundred percent (100%) of the contract price. Also see Section 3.14. Right to Reject Bids. The City reserves the right to reject any or all bids and to determine which Bid Proposal, if any, should be accepted in the best interests of the City. The City further reserves the right to waive any informality or irregularity in the bids or bidding. Bids received after the time announced for opening will not be considered. If any person contemplating submitting a bid for the proposed Contract is in doubt as to the true meaning of any part of the Contract Documents, or finds discrepancies or omissions therein, he may submit to the City of Ketchikan, Department of Public Works, 334 Front Street, Ketchikan, Alaska 99901, a written request not less than five (5) days prior to the time announced for opening the proposals for an interpretation or correction thereof
