Work to be performed under this contract includes furnishing all labor, materials, supplies, equipment, and other facilities required by the contract documents for the construction of the Ward Street Parking Lot in the City of Paterson. The principal features of the work include, but are not limited to: clearing and proper disposal of existing materials, construction of new parking lot, security gate house (attendant booth), lighting, storm drainage as necessary for the selected alternate for the construction of new parking area, beam guard rails, fence additions and any necessary modifications, and the striping of the parking lot including signage. Bidders must not submit bids with qualifying conditions or provisions. Bidders must comply with regulations of the New Jersey Local Public Contract Law, Affirmative Action regulations, the New Jersey Prevailing Wage Act, and the New Jersey Contractor Business Registration Act. All prime and listed subcontractors must possess current and valid certificates at the time the bid proposal is submitted. Bid guarantee requirements apply, with a guarantee in the amount of 10 percent of the bid, not to exceed $20,000.00, and accompanied by a Consent of Surety. A Performance Bond in the full amount of the award is required within ten days of the award letter for contracts exceeding $24,000.00. The award will be made to the lowest responsible bidder. The owner reserves the right to reject any and all bids and waive informalities if in the best interest of the public. All questions about the meaning or intent of the Bidding Documents are to be directed to ENGINEER in writing. Interpretations or clarifications and replies considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten (10) working days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Verbal and other interpretations or clarifications will be without legal effect.
