The work consists essentially of the following major construction items for Spruce Street Drainage Improvements: removal and replacement of inlet drainage structures; removal and replacement of concrete pipe and/or approved equal pipe materials; removal and replacement of curb and gutter; removal and replacement of asphalt pavement; rehabilitation of soil, landscape, and grass at each inlet location; and removal and replacement of various city signs, such as stop, street, yield, etc. The contractor is responsible for performing all work and furnishing all plant, labor, equipment, and materials required by the specifications and drawings referenced. Bidders are expected to inspect the site of the work as provided in the instructions and inform themselves of all local conditions. Each bidder must be qualified under Mississippi law, have a current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors, and write the certificate number on the outside of the sealed envelope containing the proposal. Proposals must be submitted in duplicate, sealed, and deposited with the Clarksdale City Clerk before the designated hour and date. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening. Non-resident bidders must attach to the bid a copy of their resident state's current laws regarding treatment of non-resident contractors. Each bidder must deposit with the proposal a bid bond or certified check in the amount of five percent of the bid, payable to the City of Clarksdale, as bid security. The successful bidder will be required to furnish a payment bond and performance bond each in the amount of one hundred percent of the contract amount. Bid documents must be purchased to submit a bid. The City of Clarksdale reserves the right to reject any or all bids and waive any informalities or irregularities.
