Site work, new construction and renovation of a mixed-use development in Tucson, Arizona. Completed plans call for the renovation of a multi-residential development; for the construction of a multi-residential development; and for site work for a multi-residential development.

The City of Tucson is conducting a competitive One-Step Process to select a qualified construction manager/general contractor to provide design phase assistance for complete construction service as the Construction Manager at Risk for construction improvements for CMAR for Craycroft Towers Rehab & 450 N. Main/560 W. Davis Build. The estimated construction cost for the entire project is four-hundred thousand dollars ($400,000). QUESTIONS SHALL BE DIRECTED TO: Vanessa Guzman (520) 837-4375 vanessa.guzman@tucsonaz.gov This solicitation is to award a contractor(s) to provide preconstruction and construction phase services for two affordable housing projects. Contractors may submit on one or both projects, and should note so in their Cover Letter. The projects will be evaluated separately using the same criteria listed in the RFQ. The top-ranked contractor(s) following evaluation will be invited into negotiations, with the intent to award a contract (or contracts) upon successful completion of negotiations. Project One: Craycroft Towers (Rehabilitation) This project includes preservation and rehabilitation of Craycroft Towers (1635 N. Craycroft Rd) and Lee Street Duplexes (5411 E. Lee St), on a 3.1-acre site. The project includes modernization of 74 apartment units and 8 duplex units with energy-efficient systems, accessibility upgrades, and new finishes. Planned work includes HVAC, electrical, plumbing, life-safety, and elevator replacement, with a new clubhouse and site improvements. Funding sources include 4% LIHTC, HUD Section 18 Disposition, and RAD tools. This site is currently a Public Housing property managed by the HCD Public Housing Authority staff. Project Two: 450 N. Main and 560 W. Davis (New Construction) This scattered-site new construction will deliver approximately 67 units across two sites located in historic neighborhoods. The Main site (0.74 acres) anticipates 14 units; the Davis site (1.73 acres) anticipates 53 units. The development emphasizes traditional neighborhood character, two-story townhomes with the possibility of some three-story flats, and sustainable, energy-efficient design. A single 9% LIHTC application for both sites is anticipated for spring 2026. The City of Tucson Housing and Community Development Department (HCD) and its non-profit development arm, El Pueblo Housing Development (EPHD), are requesting Statements of Qualifications (SOQ) from experienced contractors for Construction Manager at Risk (CMAR) services for the predevelopment and construction of two affordable housing projects. HCD/EPHD is requesting qualifications from experienced contractors with expertise in completing projects under the State of Arizona Qualified Allocation Plan (QAP) that administers federal Low Income Housing Tax Credits (LIHTC). The CMAR should have the ability to immediately start collaboration on the projects defined in this request. Respondents must demonstrate the capacity and track record to deliver predevelopment and construction management services on local LIHTC projects. HCD/EPHD have every intention to move forward with these two projects. That said, the timing and ability to proceed will be contingent upon securing the financing. The selected CMAR will be expected to provide comprehensive predevelopment and construction services to support the successful delivery of both projects. CMAR will be required to provide payment and performance bond equal to 100% of the value of the negotiated value(s) of construction Notwithstanding any other provision of the Request for Qualifications, the City reserves the right to: waive any immaterial defect or informality; or reject any or all proposals, or portions thereof; or reissue the Request for Qualifications.
