Sealed bids are requested for furnishing all labor and materials, and performing all work required for Kelly Road Grade, Drain, Base, and Pave, Project No.: MCR-2020-204a. One hundred twenty (120) working days are allowed for construction. Bids must be on blank forms provided, submitted in entirety, and accompanied by a cashier's check or bidder's bond for not less than five percent (5%) of the amount bid, up to ten thousand dollars ($10,000), as a guarantee. Projects are bid excluding taxes, and bidders must comply with Section 40-9-14.1, Code of Alabama, 1975, the Alabama Administrative Code, and the Alabama Department of Revenue requirements. A performance bond equal to the contract price and a labor and materials bond are required at the contract signing. A certificate of insurance coverage must also be provided at signing. The awarding entity reserves the right to reject any/all bids, waive informalities, and furnish any item or change the contract amount. Liquidated damages apply for failure to complete work within the time limit. To be considered, bidders must be properly licensed and qualified to perform the described work according to Alabama law, including holding a current certificate from the Alabama Licensing Board for General Contractors. At least one of the following license classifications is required: Highways and Streets; Municipal and Utility; or Heavy and Railroad Construction. Out-of-state corporations and limited liability companies must be authorized to transact business in Alabama. Proof of enrollment in E-Verify is required for contractors with employees in Alabama. The successful bidder must comply with the Mobile County Contractor Felony Investigation Policy if applicable. No bid may be withdrawn for thirty days after opening without the commission's consent.
