Phase II engineering services are required to provide professional services in support of utility coordination, permitting, inspection, and Subsurface Utility Engineering (SUE) for highway and bridge improvement projects. SUE will be required on approximately 50 to 75 projects throughout the district during Phase I, Phase II, and Phase III. Services will include utility records research, surface geophysical investigations, test hole investigations, surveying, data management, and preparation of utility base maps in accordance with ASCE 38-22, ASCE 75-22, and IDOT standards. The Consultant will collect and review existing records from utility owners and agencies to identify facilities within project limits, apply non-destructive geophysical methods such as electromagnetic, magnetic, or sonic techniques to designate underground facilities, and perform vacuum excavation or comparable non-destructive methods to determine vertical and horizontal positions, sizes, materials, and attributes of utilities. Hydro-excavation is prohibited. Surveying will establish horizontal and vertical control, reduce data to project coordinate systems, and prepare digital submittals that conform to the IDOT CADD Manual, ASCE 75-22 data standards, and district requirements. The department will furnish the Consultant with any available survey notes, alignment data, cross-ties, design CADD files, and benchmarks to perform the SUE study.
