Site work for a water / sewer project in Montross, Virginia. Completed plans call for site work for a water / sewer project.
The contractor shall provide all necessary equipment with experienced operators, labor, fuel, transportation of equipment to and from the project site, tools, supplies, materials (including casing pipe, hydraulic concrete such as A3, flowable fill, and grout, fill material, etc.), traffic control, and environmental controls needed to replace an existing failed line of an 18-inch concrete pipe with a 24-inch steel casing pipe by the jack and bore method. The work includes constructing and stabilizing a new channel, closing or removing the existing pipe and structure, and regrading and stabilizing roadside ditches as necessary. All access, excavation, pumps, installation and removal of dewatering devices, traffic control, supervision, insurance, and incidentals, unless otherwise directed by the VDOT Contract Administrator, are to be included. The contractor must field-verify all quantities prior to submitting a bid. The replacement involves approximately 105 feet of 24-inch steel casing pipe, approximately 40 linear feet and 200 square feet of stream impact from riprap placement, countersinking the pipe at least three inches, and using riprap inlet and outlet protection with an associated low flow channel. Additional requirements include cofferdams, possible pump-around for water control, sediment filtration, and stabilization measures such as seed, straw, or EC-2. All disturbed areas must be stabilized, and tree removal may be required. Bidders are reminded to submit a complete set of bid documents electronically, including the Small Business Subcontracting Plan (if not certified as a small/micro business), and to follow all instructions and requirements as specified in the solicitation. The bid must provide a plan value as a percentage for subcontracting, and all relevant forms and attachments must be uploaded as part of the submission. Ensure bid pricing is balanced and all documents are completed. Any questions regarding this invitation for bid shall be addressed to Elana Sorrell at Elana.Sorrell@VDOT.Virginia.gov . The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST/EDT on November 13, 2025. SCOPE OF WORK: The Contractor shall provide all necessary equipment with experienced operators, labor, fuel, transportation of equipment to and from project site, tools, supplies, materials (casing pipe, hydraulic concrete (i.e., A3, flowable fill, and grout), fill material, etc.), Traffic control, and environmental controls needed to replace an existing failed line of an 18 inch concrete pipe with a 24 inch steel casing pipe by jack and bore, construct and stabilize new channel, close/remove the existing pipe and structure, and regrade/stabilize roadside ditches as necessary. All access, excavation, pumps, installation and removal of dewatering devices, traffic control, supervision, insurance, and incidentals unless otherwise directed by the VDOT Contract Administrator, are to be included in the bid price. The contractor shall fieldverify all quantities prior to submitting their bid. The existing failed 18-inch x 115 +/- feet concrete cross pipe and manhole structure will be replaced with 24-inch x 105 +/- feet steel casing pipe. There will be approximately 40 linear feet and 200 square feet of stream impact from riprap placement. The pipe will be countersunk at least three inches, with appropriately sized riprap inlet and outlet protection and an associated low flow channel. The low flow channel will be constructed utilizing smaller material between the riprap to encourage surface flows. Earthen berm, sandbag, or sheet pile cofferdams will be in place both upstream and downstream of the active work area as deemed appropriate to isolate the disturbance. Water flow will continue through the existing pipe and structure as practical with the possibility of a pump-around being installed with the water returned below the lower cofferdam if the need arises. The work area will be dewatered into an approved sediment filter, such as a silt bag. Seed and straw or EC-2 will be placed to stabilize disturbed areas and bare soil. The cofferdam and perimeter controls will be removed after all instream work and stabilization is complete. There will be some tree removal for atemporary access road (15' x 110'/ 1650 SF) and bore pit (20' x 50'/1000 SF). Existing cross pipelines and Structure will be filled with flowable fill to the top of the existing cross pipe(s) with care to isolate any spillage from the open channel. The structure is to be removed below grade with the remaining structure to be filled with flowable fill, soil, or stone backfill as practical and shall be capped to prevent water intrusion and saturation of the selected backfill method. The roadside ditch inlet pipe will be removed allowing surface water to continue westwardly in the existing ditch alignment. The most recent permit (RP-11/Nationwide permit dated 09/19/2025 or any subsequent revisions) and sketches included with this IFB should be referred for additional detail and requirements to be met. Work, including tree removal, shall not begin prior to 11/15/2025 with all work including final stabilization being complete no later than 04/01/2026 with all other work including final stabilization being complete no later than 05/01/2026. VDOT shall be responsible for any future stabilization needs including overseeding, following final acceptance of work.
