Sealed bids are requested for the supply of concrete tongue and groove pipe. Bids must be submitted in a sealed, properly labeled opaque envelope with one original and two copies. Bidders are required to provide materials that comply with specifications prepared by the State Highway Engineer and are produced in accordance with Georgia state law, under the supervision of the Department of Transportation and Whitfield County. Materials must conform to ASTMC 76 and ASTMC 443 standards for Class 3 tongue and groove concrete pipe in 8' lengths, with prices in effect until December 31, 2026. Bidders must include plugs and gaskets with their pricing and deliver all products FOB to Whitfield County Public Works in Dalton, GA 30721. Bid pricing will cover various pipe sizes and box culverts, and the approximate contract value is $100,000 over a 12-month period. Only bids submitted on the county bid form will be considered. All bidders must supply a certificate of insurance with specified minimum coverage for automobile and general liability, as well as workers' compensation and employer’s liability. Insurance certificates must name the Whitfield County Board of Commissioners as the certificate holder with a thirty-day cancellation notice. Compliance with O.C.G.A 13-10-91 and participation in a federal work authorization program (E-Verify) is required for service vendors. Bids are binding once submitted. The county reserves the right to accept or reject any or all bids, to waive technicalities, and to make an award it deems in its best interest, including deleting unit items as necessary.
