Renovation of a residential development in Battle Creek, Michigan. Completed plans call for the renovation of a residential development.

The CCLBA is looking for qualified licensed, insured and qualified/trained HVAC contractor to rehabilitate the property listed in the specifications in Appendix A; at the home at 172 Manchester St W and 124 Bennett St, Battle Creek, and 310 Ionia St S, Albion, MI. The properties are owned by CCLBA. Anticipated Award Date: December 4, 2025 Project Completion: July 15, 2026 172 Manchester St W, Battle Creek - This project was started in CCLBA's Transform This Home Program and circumstances caused the owner to be unable to complete the project. It has four (4) bedrooms and 4.5 bathrooms. The rough-in electrical, was approved by the city of Battle Creek Building Department. The house has exterior and interior electrical to complete which include yet are not limited to the following: completion of kitchen, bathrooms, panel connection and circuit marking, install all lighting fixtures, outlets and switches (interior and exterior). All code and safety conditions have to be resolved. The lead abatement work will be completed by the General Contractor, yet all Contractors need to be aware of ongoing work at the site. 124 Bennett St, Battle Creek - This project was started in CCLBA's Transform This Home Program and was not completed by the former owner, so it was returned to the CCLBA. Most all of the tear-out of the interior is complete. When finished this will be a 3-bedroom; 1 bathroom with first floor laundry in mudroom. The house has exterior and interior electrical work to complete which include yet are not limited to the following: install for electrical for entire house, new panel, lighting fixtures, switches, outlets, smoke and carbon monoxide detectors. All code conditions have to be resolved. The lead abatement work will be completed by the General Contractor, yet all Contractors need to be aware of ongoing work at the site. 310 Ionia St S, Albion - This project was started in CCLBA's Transform This Home Program and was not completed by the former owner, so it was returned to the CCLBA. Most of the interior tear-out is complete. When finished this will be a 2- bedroom, 1 bathroom with stackable washer/dryer in first floor laundry, vaulted ceilings and complete rehab of exterior. The project electrical work will include yet is not limited to the following: install for electrical for entire house, new panel, lighting fixtures, switches, outlets, smoke and carbon monoxide detectors. All code conditions have to be resolved. The lead abatement work will be completed by the General Contractor, yet all Contractors need to be aware of ongoing work at the site. Therefore, a bid bond in the amount of 5% of the Contractor's overall bid price is required from each bidder under the submittal requirements of this RFP. A bid bond is usually a two-page document from your bond company that includes the bond on page one, and a Power of Attorney authorization on page two from an insurance company; there should be no charge for this document A Surety/Payment bond for 100 percent of the contract price; this shall be supplied once the contract has been verbally accepted. (A Payment bond is one executed in for the protection of claimants, supplying labor or materials to the principal contractor or his subcontractors in the prosecution of the work provided for in the contract.) ii. The Surety/Performance Bond shall be in an amount equal to one hundred percent (100%) of the total contract amount budgeted for demolition or construction services. (A performance bond is one executed in connection with a contract to secure fulfillment of Contractor's obligations under such contract.) Bonds must be issued by a bona fide company authorized to do business with the State of Michigan and to comply with state regulations. If construction services are neither budgeted nor requested by change order, the contractor need only comply with the bonding requirements of subparagraphs (a) above. (A performance bond is one executed in connection with a contract to secure fulfillment of Contractor's obligations under such contract.) The CCLBA reserves the right to change the scope of the project based on available funding or other needs during the term of the contract; it is possible that due to timing or limited funding not all parts of the project will be executed. If problems occur in this process please email questions to theath@calhouncountymi.gov The CCLBA invites the submission of proposals from licensed electrical contractors to provide rehabilitation services for the home at 172 Manchester St W (Historic District) and 124 Bennett St, Battle Creek, and 310 Ionia St S, Albion, Michigan. Licensed companies with demonstrated experience in this area and an interest in making their services available to the CCLBA are invited to respond to this RFP. This project required Davis Bacon Prevailing Wage Reporting by the funder. This reporting includes; weekly certified payroll and wages, at or above, those provided in the Davis Bacon Wage Detail for assigned work for all staff on the project, see separate attachment to the in the RFP documents (Appendix M).
