The Town of Dolores is soliciting proposals from qualified and experienced river restoration contractors for construction services on the Dolores River Rehabilitation Project. The project is funded through the Colorado Parks and Wildlife (CPW) Fishing is Fun Grant Program and focuses on improving fish habitat, streambank stability, and public access along the Dolores River corridor within Joe Rowell Park. This project involves in-stream construction within the Dolores River to enhance aquatic habitat through the installation of J-hooks, rock vanes, and boulder clusters, as well as limited access improvements such as stabilized approaches, bank armouring, and small areas of vegetation restoration. The project will be constructed in accordance with the Final Engineering Plans - Dolores River Rehabilitation Project, dated October 15, 2025, prepared by the project engineer. The plan set includes Jhook vane installations, boulder clusters, riffle enhancements, bank stabilization, and limited access improvements adjacent to Joe Rowell Park. The selected contractor will: - Construct all in-stream features per the approved engineered design. - Install boulder clusters, J-hooks, and vanes to CPW and engineer specifications. - Conduct limited access improvements and bank stabilization. - Coordinate with the Town's engineer and CPW representative on inspections and adaptive field adjustments. - Implement erosion and sediment control measures and follow all permit conditions. - Restore disturbed areas to pre-construction or better condition. - Review and comply with all specifications in the uploaded engineering plans (Final Engineering FIF 10_15_25.pdf). Question Deadline 11/07/2025 Technical questions about the scope of services, budget and finance, or other project specific question regarding this RFP shall be in writing and directed to Town Manager leigh@townofdolores.com. Written response to any inquiry will be provided in the form of an Addendum to the solicitation to each RFP recipient. Proposals should include a detailed cost breakdown showing materials, labor, equipment, mobilization, and contingencies. Proposal Requirements Proposals must include: 1. Cover letter and summary of relevant qualifications. 2. List of at least three (3) similar in-stream or habitat projects completed within the past five years. 3. Description of approach, equipment, and crew experience. 4. Detailed cost proposal. 5. Proof of insurance, bonding capacity, and applicable certifications. 6. List of key personnel and subcontractors. Evaluation Criteria - Relevant experience with river construction (40%) Please provide: References of at least three similar projects executed by Bidder in the past five years. - Cost and value (25%) - Availability and proposed schedule (20%) - References and past performance (10%) - Completeness of proposal (5%). The cost of preparation is not a reimbursable cost. Statement of Qualifications preparation costs and presentation costs shall be at the Offeror's expense and are the Offeror's sole responsibility. Insurance Requirements Contractor (s), upon awarding of the Contract, shall provide certificates of insurance with the following insurance coverages and amounts. o Comprehensive General Liability o $1,000,000 each occurrence o $2,000,000 general aggregate o Comprehensive Automobile Liability o $1,000,000 Combined single limit. o Worker's Compensation and Employer's Liability o Statutory / $500,000 o Pollution Liability Insurance o $1,000,000 o Owners and Contractor's Protective Liability o $1,000,000 / $2,000,000. It is the intent of the Town of Dolores to select the firm best qualified and technically able to provide the required services within the project's proposed schedule. Selection of a firm will be made as set forth in Section 9. Anticipated Award: December 8, 2025 (estimate) Kick-off meeting (estimate) December 11, 2025 (estimate) Construction Window: December 2025 - March 2026 (pending flow conditions). General Conditions - The Town reserves the right to reject any or all proposals. - The selected contractor must comply with all applicable state and federal requirements, including prevailing wage, environmental, and safety regulations. - Award of contract is contingent upon continued CPW grant funding. -Not later than the first day of each month, the Contractors shall furnish to the Town an invoice for completed work and materials purchased for the project and stored on site. If the estimate is acceptable to the Town, the Town shall pay the Contractor by the last day of the month. Retainage shall be held on all contracts at a flat rate of 5% of each progress payment and shall release retainage in accordance with current state law. Engineering drawings and specifications are available electronically upon request to the Town of Dolores or for download from the Town's official website. Contractors must confirm they have reviewed the full plan set prior to submission. The Town reserves the right to accept or reject any or all proposals. The Town reserves the right to waive any irregularities and technicalities and may, at its sole discretion, request clarification, or other information to evaluate any or all proposals. The Town reserves the right, before awarding the Contract, to require the proposer (s) to submit evidence of qualification or any other information the Town may deem necessary. The Town reserves the right, prior to Board approval, to cancel the RFP or portions thereof without penalty. The Town reserves the right to (1) accept the proposals of any or all the items it deems, at its sole discretion, to be in the best interest of the Town, and (2) the Town reserves the right to reject items proposed or awarded to multiple proposers. The proposal will be evaluated and given points according to how well it meets the specifications and requirements of the RFP. The proposal with the highest number of evaluation points will be ranked first; however, nothing herein will prevent the Town from making multiple awards, deeming all proposals responsive, and assigning work to any firm deemed responsive. The Town reserves the right to negotiate further any proposal with the highest-rated proposer, including price. If an agreement cannot be reached with the highest-rated proposer. The Town reserves the right to negotiate and recommend an award to the next highest proposer or subsequent proposer until an agreement is made.
