The City of Madera (City) is seeking proposals from qualified consultants to provide consulting and preparation services for its 2025 Urban Water Management Plan (UWMP) in accordance with this Request for Proposal (RFP). The objective of an UWMP is to assist the City in planning for and meeting future water demands from its system. This RFP is expected to result in an agreement that shall remain in effect from the date of execution until all services and deliverables described herein have been completed to the satisfaction of the City, unless earlier terminated in accordance with the terms of the agreement. The City is a municipal water provider with a service population of approximately 70,000. The City's water system has approximately 15,500 water service connections and approximately 200 miles of water lines. The system includes the population of the City plus some additional areas outside of the City boundaries, including an emergency tie-in for approximately 2,200 people located immediately outside of the City. The City depends fully on groundwater and has 18 operational water wells and a 1-million-gallon water tower. The City is in the midst of designing a new 2.5-million-gallon water storage tank in northeast Madera and recently awarded a contract to add a 19th water well which is slated to be operational by the summer of 2026. The City last prepared an UWMP update in 2020. The City is requesting an update of its 2020 UWMP to include any new Department of Water Resources (DWR) reporting requirements, conservation programs currently under development, and water demands reflecting current land use planning for the City. Information collected through the preparation of a Water Conservation Master Plan will be available to supplement the demand management measures portion of the UWMP. For reference, the 2020 UMWP is included as Attachment A.
