Renovation of a power facility in Anderson, Texas. Completed plans call for the renovation of a power facility.
The City of Garland is soliciting proposals for the Gibbons Creek Substation Security Upgrade located in Anderson, TX. Subject to the successful completion of contract negotiations: The construction Notice to Proceed is anticipated to be issued in December 2025 with a duration of 90 calendar days. Garland Power & Light is administering this project on behalf of TMPA. The security fence will be upgraded and rebuilt in place. This will require placement of temporary fence to facilitate theconstruction. Ground grid is missing outside the fence on a majority of the station and new ground grid shall be installed 3 feet outside the fence as per industry standard. Inside the fence conduit and structures for a security camera system will be installed. The owner will later install the security cameras themselves. Perimeter station lighting will also be replaced with additional locations being added. Award must be made to the vendor submitting the most advantageous offer considering the relative importance of price and other evaluation factors. City reserves the right to request a best and final offer upon completion of negotiations. This is an evaluated bid. Please pay close attention the the GP&L Construction Contractors Questionnaire and provide a complete and organized response. Bid (or Proposal) Bond A copy of the prospective vendors Bid Bond in the amount not less than five percent (5%) of the maximum bid price payable with recourse to the City of Garland, from a reliable surety company as a guarantee that the bidder will enter into a contract and execute the Performance Bond, Payment Bond and Maintenance Bond within ten (10) days after notice of award of contract, should be uploaded with this bid failure to do so will deem your bid non-responsive. Payment & Performance Bond Requirements A Payment and Performance Bond is being requested for this project. Sec. 2253.021.(1) & (2) of the Local Government Code states that all public works contract in excess of $50,000.00 require a Payment Bond and all public works contracts above $100,000.00 require a Performance Bond. Payment and Performance bonding will be for 100% of the total awarded contract Maintenance Bond A Maintenance Bond is being requested for this project. This ensures the Contractor will maintain and keep in good repair all work to be performed and done under the Contract for a period of two (2) years from the date of acceptance of the Work. Maintenance Bonding will be for 10% of the total awarded contract. Withdrawal of Response: A Bidder may withdraw its response at any time prior to the closing date and time for the solicitation. The Bidder's request to withdraw its response must be made in writing on company letterhead. The City has established the award basis for this solicitation as the vendor providing the "Best Value" to the City. Best Value can be defined as the vendor providing the highest level of competency based on a predetermined evaluation criteria. Room 417. SCOPE OF WORK FOR THIS CONTRACT Major scope items for this Contract are summarized as follows. All attached and referenced design documents are incorporated and made part of the bid documents. 1. Substation Expansion Earthwork - Contractor shall regrade land immediately adjacent to the northwest corner of the substation. This will allow the northwest substation fence to be expanded to allow for better turning radius on internal vehicle traffic. Geotextile fabric shall be added in accordance with the civil plans. Add compacted base layer and surface rock to the expanded area in accordance with the civil plans. 2. Security Fence - Security fence shall be Betafence Guardian 5000 system with Duty 3-5- 8 mesh option. Alternate pricing and lead time is also requested for Duty 3-5-6 mesh. Dental strip toppers shall be added to the top of the fence. 3. Fence Foundations - Foundations for fence posts shall be designed by the specialty fence company and reviewed by the Engineer for approval. Installation of the foundations by the specialty fence installer. Fence piers and support posts are assumed to be spaced every 10'. 4. Security Fence and Gate Grounding - All fence posts shall be made ready to accept installation of the ground conductor.
