Renovation of a municipal facility in Ocala, Florida. Completed plans call for the renovation of a municipal facility.

The City of Ocala requires the services of a qualified mechanical contractor to supply and install a new 275-ton air-cooled chiller system at City Hall building and Customer Service Center. Licensing Requirement: Bidder must be a licensed mechanical contractor in the State of Florida to submit a bid for this project. Bidder must possess five (5) years of experience in providing mechanical services. Formal Question Due By: 11/24/2025 @ 5:00 PM EST. Any follow-up questions must be submitted through ProRFx To ensure fair consideration for all proposers/bidders, the City strictly prohibits any communication, whether or not written, verbal, or through a third party, relative to this solicitation with any department, City official, City Council member, or employee during the submission process, except inquiries directly made to the Procurement and Contracting Department, Contracting Officer, or as provided in the protest policy located. Additionally, the City prohibits communications initiated by a proposer/bidder, agent, or third party of proposer/bidder to any City official(s), City Council member(s), or employee(s) evaluating or considering the proposals/bids prior to, and up to the time an award decision is made at a scheduled City Council meeting. Any prohibited communications initiated by a proposer/bidder, or a third party on behalf of proposer/bidder, will be grounds for disqualifying the offending proposer/bidder from consideration for award of the solicitation >AND< will face a three (3) year debarment from doing any business with the City of Ocala. Contractor/Bidder agrees to accept the Lump Sum Price as full compensation for doing all work, furnishing all materials, and performing all work embraced in the solicitation/bidding documents; for all loss or damage arising out of performance of the work and from the action of the elements or from any unforeseen or unknown difficulties or obstructions which may arise or be encountered in the prosecution of the Work until the Final Acceptance; and for all risks of every description connected with the Work. Contractor/Bidder acknowledges that they studied, considered, and included in Bidder's Lump Sum Bid all costs of any nature relating to: (1) performance of the work under Central Florida weather conditions; (2) applicable law, licensing, and permitting requirements; (3) the Project site conditions, including but not limited to, subsurface site conditions; (4) the terms and conditions of the solicitation/bidding documents, including, but not limited to, the indemnification and no damage for delay provisions. Contractor/Bidder has given the City or the Engineer written notice of all conflicts, errors, ambiguities, or discrepancies that Bidder has discovered in the Bidding Documents, and the written resolution thereof by the City or the Engineer is acceptable to Bidder. Under no circumstance will the Bidder rely on the estimated quantities provided, in the Schedule of Bid Prices, or within the solicitation. Bidder acknowledges their lump sum bid was developed using Bidder's own estimating department to establish quantities based upon the specified project plans and/or the solicitation. I certify I am the owner or an authorized officer or agent for the above company and the information supplied herein, including all pages attached, is correct and neither the applicant not any person or concern in any connection with the applicant as a principal officer, so far as is known, is now debarred or otherwise declared ineligible by the City of Ocala from bidding for furnished materials, supplies or services to the City of Ocala or agency thereof. Bidder contracts/agreements will not be accepted in most cases. If a contract is required, only City of Ocala contracts will be used for all goods and services. The requirement of bidder contracts and/or bidder written terms and conditions may result in bid rejection. The City will consider adding appropriate bidder clauses into our contract; please upload any desired clauses with your solicitation response. Bids or quotes received by the City pursuant to its solicitations are exempt from public disclosure until such time that the City provides notice of an intended decision or until thirty (30) days after opening the bids or quotes, whichever is earlier. If the City rejects all bids or quotes pursuant to this solicitation and provides notice of its intent to reissue the solicitation, then the rejected bids or quotes remain exempt from public disclosure until such time that the City provides notice of an intended decision concerning the reissued solicitation or until the City withdraws the reissued solicitation. A bid, quote, or reply shall not be exempt from public disclosure longer than twelve (12) months after the City's initial notice rejecting all bids, quotes, or replies. Any material submitted in response to this solicitation will become a public record pursuant to chapter 119, florida statutes. This includes material which the responding bidder may consider to be confidential, proprietary, or a trade secret. Any claim of confidentiality shall be waived upon submission, effective after opening pursuant to chapter 119, florida statutes. The Contractor shall pay the City $ 1000.00 for each calendar day that expires after the time specified for Substantial Completion, until the Work is substantially completed. After Substantial Completion, if the Contractor shall neglect, refuse, or fail to complete the remaining Work within the Contract Times or any proper extension thereof granted by the City, the Contractor shall pay an additional $ 1000.00 per day for each calendar day that expires after the time specified until Final Completion and acceptance of the project by the City. The liquidated damages set forth herein shall not be accumulative. If Substantial Completion of the Work is not met within the time specified for final completion of all Work, the liquidated damages shall continue to be at the rate or rates specified for default on Substantial Completion until Substantial Completion is attained. If the Work is not then finally completed, the rate or rates specified for default on final completion shall apply until final completion is attained. The City shall have the right to deduct the liquidated damages from any money in its hands, otherwise due, or to become due, to the Contractor, or to initiate applicable dispute resolution procedures and to recover liquidated damages for non-performance of this Contract within the time stipulated. Nothing in this section is intended to limit the right to obtain injunctive relief or any and all relief as may be appropriate. Permission allowing the Contractor to continue and finish any part of the work after the time fixed for its completion or after the date to which the time for completion may have been extended shall in no way operate as a waiver on the part of the City of any of its rights under this Agreement. Preference in solicitations: * Applies to bids in excess of $50,000. * Local vendor within 5% of low bid has the option to contract for 1% less than the low bid amount. * Any tie between local vendors will be settled with a best and final offer (BAFO) from each local vendor. * GRANT FUNDED PROJECTS DO NOT ALLOW LOCAL PREFERENCE. The City of Ocala reserves the right, where it may serve the City's best interest, to request additional information or clarifications from bidders/proposers, or to allow corrections of errors or omissions. The City of Ocala requires the services of a qualified mechanical contractor to supply and install a new 275-ton air-cooled chiller system at City Hall building located at 110 SE Watula Avenue, Ocala, FL 34471. Project Summary: The Contractor will be required to remove the existing unit, procure and install new unit and associated pump replacement or modification. o Equipment Requirements: o Chiller Type: Packaged Air-Cooled Chiller o Capacity: 275 Tons o Approved Manufacturers: Trane or an approved equivalent (Bidders must submit specifications for any equivalent manufacturer with bid submittal). o Condenser Type: Air Cooled o Compressor Type: VFD Screw Nameplate Voltage: 460-3-60 (V-Ph-Hz) o Drives: Replace (2) 30HP Variable Frequency Drives (VFD) with BACnet communication protocol for integration with building automation systems o Pump Replacement/Modification (must match manufacturer specifications) o Replace and/or modify the chilled water pump system o Pump Specification: Bell & Gossett chilled water pump o Include new sled and suction diffuser o Plumbing o Replace all gauges and their respective threaded fittings into water lines o HVAC must continue operating during normal business hours of 7 am-5 pm, Monday through Friday. o The awarded Contractor shall be capable of responding on-site within two (2) hours to 110 SE Watula Avenue, Ocala, FL 34471, for the purpose of diagnosing and performing necessary repairs to restore the chiller unit to operable condition within the same two (2) hour timeframe. o The Contractor must have access to qualified labor either through its own workforce or through a subcontractor--who is capable of performing timely diagnostics and repairs. Additionally, the Contractor must have the ability to obtain and utilize Trane or OEM-equivalent parts, as applicable to the final chiller product selected, in order to meet the required response and repair timeframe.
