16" Sewer Force Main Repair along Volvo Parkway near Kempsville Road On August 14, 2025, an emergency repair was reported on a 16" Sewer Force Main along Volvo Parkway near Kempsville Road. Bridgeman Civil, Inc. mobilized to repair the ruptured 16" Ductile Iron (DI) main working over 3 days. Hepaco, LLC mobilized to clean the area near the Greenbrier Country Club, removing deceased fish resulting from storm drain sewage infiltration. Hepaco completed their work over two days duration. The significant leak posed an immediate public health and safety risk, necessitating urgent action. The repair necessitated using large, specialized equipment the City's Maintenance and Operations (M&O) team does not possess, and the critical nature and location of the work exceeded the City's in-house capabilities. Given the critical nature of the leak and its location, this work could not be delayed for scheduling. M/WBE's are encouraged to participate in the bid process.
