Summary This project involves a kitchen and laundry room remodel, including demolition, electrical, plumbing, framing, cabinetry, HVAC, painting and flooring. Background Inyo County Public Works in collaboration with Health and Human Services is seeking qualified contractors to support infrastructure improvements at the Progress House residential facility. This project involves a general interior remodel focused on enhancing the kitchen and adjacent common areas to improve safety, functionality, and the overall living environment for residents. The purpose of the renovation is to support a more therapeutic and supportive setting for individuals receiving behavioral health services. This initiative is part of a broader effort to preserve and strengthen critical behavioral health infrastructure throughout Inyo County. Contractors should be prepared to engage collaboratively with County staff to ensure that the facility remains operational throughout the project timeline and that modifications reflect the needs of both staff and residents. This infrastructure improvement project is funded through the California Department of Health Care Services Community Care Expansion (CCE) Program, which aims to preserve and expand adult and senior care facilities that serve individuals experiencing homelessness or at risk of homelessness, with a focus on behavioral health needs. The Progress House is a key component of Inyo County's continuum of care for individuals with serious mental illness. Upgrading the interior infrastructure - particularly the kitchen and surrounding areas - will allow the facility to maintain licensure standards, better support daily living activities, and promote a healthier, more dignified environment for recovery and stability. The project represents an essential investment in long-term behavioral health service capacity in the Eastern Sierra region. Question Submission Deadline :November 13, 2025, 5:00pm Technical questions related to project work, site conditions, or other related inquiries should be submitted through online. Question Response Deadline: November 17, 2025, 5:00pm Contract Time: 60 Liquidated Damages: $300 Each Bid must be submitted on the Bid Proposal Forms furnished as a part of the Bid Package. Each Bid must be accompanied by a Proposal Guarantee in the amount and form described in the Bid Package, in an amount not less than 10% of the amount of the bid, made payable to the order of the County of Inyo. The check or bond shall be given as security that the bidder will enter into the Contract with the County and furnish the required Faithful Performance Bond, Labor and Materials Payment Bond, Certificates and/or original endorsements of insurance, or other required documents. The check or bond may be retained by the County for ninety (90) days or until the Contract is fully executed by the successful bidder and the County, whichever first occurs. The successful bidder shall be required to furnish a Faithful Performance Bond and a Labor and Materials Payment Bond on the forms provided in the Bid Package and in the amount of 100% of the Contract amount. Insurance requirements for the project can be found in the Attachments section of this bid package. The successful bidder must be licensed as required by law, and consistent with the Contract Documents, at the time the contract is awarded, which license shall be a current B, or a combination of C licences appropriate to the work being performed license or a combination of all specialty classifications that will be required for complete performance of all of the work in accordance with the Contract Documents, and if applicable, a joint venture license as defined in the Business and Professions Code, Section 7029. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute failure to execute the contract and shall result in the forfeiture of the security of the bidder. Inyo County reserves the right at any stage of these proceedings to reject any or all Bids or to waive any immaterial defect in any Bid if it is deemed to be in the best interest of the County.
