Proposals and qualifications are sought for the EV Charging Network and Community Shuttle Service. Submissions must provide all information requested in the proposal package or risk disqualification. Responses must be sealed and clearly marked on the outside of the envelope with the proposal and qualification title. Submit an original, two copies, and one digital (USB) version to the City. Hand-delivered proposals must be submitted to the Office of the City Clerk before the specified deadline. Respondents must also comply with the requirements of N.J.S.A. 52:25-24.2 (Disclosure of Ownership), N.J.S.A. 52:32-44 (Business Registration), N.J.S.A. 34.11-56.25, et seq. (Affirmative Action Compliance/EEO), N.J.S.A. 52:32-55 (Disclosure of Investment Activities in Iran), and Title II of the Americans with Disabilities Act of 1990 (42 U.S.C. S12101 et seq.). NATURE/SCOPE OF SERVICES - The City of Plainfield seeks proposals from qualified transportation service providers to implement, operate, and maintain a Community Shuttle Service designed to improve access to public transportation, reduce congestion, and enhance mobility options for residents, workers, and visitors. This turnkey shuttle program will provide 12-hour daily service (8:00 a.m. - 8:00 p.m.), connecting neighborhoods in Plainfield with key destinations, including: o The Downtown Plainfield Train Station (Raritan Valley Line), o Civic and community facilities, o Local business districts, o Medical centers, o Educational institutions, and o High-density residential developments. The project's goal is to reduce transportation barriers for underserved residents, improve first-mile/last-mile access to NJ Transit rail service, and support the City's sustainability, equity, and congestion mitigation objectives. 2.1 Service Goals and ObjectivesThe shuttle service will: o Enhance mobility and connectivity within the City of Plainfield, particularly for residents in areas not within walking distance of train stations. o Reduce local congestion and emissions by offering a shared, reliable, and affordable alternative to private car trips. o Promote equitable access to jobs, schools, healthcare, and retail. o Encourage transit ridership by connecting residential neighborhoods to the Downtown Plainfield and Netherwood train stations. o Support local economic development through improved access to business districts and transitoriented development (TOD) areas.
