Site work and paving for a mixed-use development in Flagstaff, Arizona. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The City of Flagstaff (Owner) is seeking Statements of Qualifications (SOQs or Proposals) from Arizona licensed Contractors (Contractor) to provide Construction Manager at Risk (CMAR) Design and Construction Phase Services to: Coordinate with a Design Professional for the completion of design and construction the J.W. Powell Blvd. Extension Project (the "Project"). The Project is in Flagstaff, Arizona, between the existing J.W. Powell Blvd. (JWP) on the south end and South Fourth Street on the north end. This Project will be delivered through the CMAR alternative project delivery process. The CMAR Design Phase/Preconstruction Services will primarily include reviewing and providing input on design, plans, schedules, quantities, costs estimates, subsurface utility investigations, and constructability in coordination with a selected Engineering Professional to prepare comprehensive construction documents and develop the Guaranteed Maximum Price (GMP) for the Project. The design of the Project is approximately at 30% completion, the CMAR will have the opportunity to provide input on the construction documents prior to the submittal to Arizona Department of Environmental Quality for the Approval to Construct. The CMAR Construction Phase Services generally consists of coordination with the engineer, various agencies, and stakeholders while performing the construction of the Project. The primary improvements consist of 4,300 feet of new roadway, waterline, sewer, and bike/pedestrian infrastructure. This Project is financed by the City of Flagstaff, Proposition 419 Transportation (CIP) fund W Powell Blvd. is a new arterial roadway in an undeveloped area of Flagstaff. There are three segments of the JW Powell Boulevard extension. Two of the segments will be designed and constructed by the developer's engineer(s) and contractor(s). The City's segment, and the scope of work for this CMAR solicitation, includes a ~4,300 LF segment of roadway through private parcels held by Elk Ridge Development, LLC, and Little America. The City's portion also includes the Rio de Flag floodplain crossing. The roadway typical section is a single travel lane in each direction with bike lanes, landscape medians, turn lanes and sidewalks. The Rio de Flag floodplain crossing design, whether it is arches, boxes or pipes, is in development and the City seeks input from the selected CMAR on cost and availability prior to finalizing design of the crossing. In addition to the drainage infrastructure, the crossing could require structural components such as headwalls, retaining walls and footings. In addition to roadway improvements, the project includes a water transmission main and sewer main(s) in JWP Blvd. and replacement of a ~365 LF section of the 42" sewer interceptor in the Rio de Flag floodplain. The selected CMAR Contractor will be expected to assist the City in coordination of franchise utility extensions (electrical, natural gas and communications). Concept design is substantially complete for the City's segment of JWP Boulevard and design is progressing to a 60% level. Design completion is tentatively set for the Spring 2026. In addition to City review and permitting, the project will require FEMA approval for impacts to the Rio de Flag floodplain and ADEQ approval of water and sewer design. The target date for construction completion is Spring 2028, contingent upon federal and state permitting timelines. The CMAR Design Phase or Preconstruction Services will primarily include reviewing and providing input on design, plans, schedules, quantities, costs estimates, subsurface utility investigations, and constructability in coordination with an Design Professional to assist in the preparation of comprehensive construction documents and develop a Project master schedule, cost models, and GMPs required for Project completion. The CMAR Construction Phase Services will generally consist of coordination with various stakeholders, Design Professional, and City staff while performing the construction of the Project.
