Reference number: 20102907 Deadline for receipt of complaints 2025-11-19 Electronic tender submission accepted Yes, via SEAO, with a document Question Deadline 11/28/2025 Value of the Tender guarantee (amount or percentage) 10 % The Universite du Quebec a Montreal hereinafter referred to as the Owner, having its headquarters at 1430, rue Saint-Denis, H2X 3J8, Montreal, Quebec, is requesting bids to modernize and unify its access control and intrusion alarm system (hereinafter the System) with the Omnicast video surveillance system already in place. The new system will have to cover all of the University's pavilions. Works include, but are not limited to: Complete replacement of the System, including: The specialized software for managing the System. Access controllers (physical input/output connection points). Access cards, as well as encryption keys/certificates. The cabling between the access controllers. The removal of Andover modules (approximately 1300 modules). The slide readers replaced by encrypted readers (about 725 units). Supply, installation, programming and start-up of the new System and all associated equipment and accessories. Gradual dismantling of the components replaced as part of the modernization. Work under asbestos conditions, when required. Supply and installation: Of all the cables needed to connect safety equipment. Networks of electrical conduits. Networks of hooks for the support of new cables. Part of the contract will include unit prices for the modification of the existing Andover Continuum system and the new system, applicable throughout the duration of the contract. The Contract also includes the recovery of certain existing equipment and their reinstallation. The Contractor must consider that the users and occupants of the building will continue their activities during the work. The Contractor shall act in a manner that minimizes inconvenience to users and staff. Similarly, the outdoor courtyard, parking, access, etc., will also continue to be used throughout the duration of the work. The Contractor shall ensure that users have access to the premises and facilities in a safe, healthy and uninterrupted climate. This includes all fit-up work, all demolition work, protection, reclamation and other works necessary for the complete completion of the Work and all related work such as: site layout and cleaning, temporary protective work, repairs and modifications of existing interior fittings. All the jointing, repair, drilling work required for the works herein are included. The Contractor will have full responsibility for controlling access to the site. In situations where the Contractor is required to perform work elsewhere in the building or in cases where it is required to carry out electromechanical service outages, it will do so outside of normal hours of occupancy by users, as authorized by the Owner. Finally, the Contractor will have full responsibility for health, safety and temporary protection at the construction site. The Owner reserves the right not to consider a request for clarification that does not result in a modification, made by a potential tenderer if this request is sent to him less than 3 working days before the deadline set for the receipt of tenders. The Bids must be accompanied by a bid bond issued by a financial institution, as defined in section 12 of the Regulation respecting construction contracts of public bodies (CQLR, c. C-65.1, r.3) and established at 10% of the value of the Submission valid for a period of ninety (90) days from the date of opening the Submissions.
