The purpose of this solicitation for Florida State Water Government Relations Consulting Services (this "Solicitation") is to evaluate and select a Company to provide state-level government relations consulting with a specific focus on water and wastewater experience as it impacts a utility (the "Work") and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, services proposed and experience of the team. JEA intends to engage a consulting firm (the "Company") with an office located in Leon County, Florida to represent JEA's interests with regard to the State of Florida legislative, regulatory, and executive branch policies and issues. These areas include, but may not be limited to, regulation, fiscal policy (taxation and financial assistance), environmental protection, economic development, utility industry structure, funding and grant opportunities, and such other issues that may affect water and wastewater utilities over time. There will also be an emphasis on representation of municipal utility issues. Question Deadline 11/12/2025 All Questions must be submitted in writing to the JEA Buyer listed herein at least three business days prior to the opening date. Questions received within five business days prior to the opening date may not be answered At the opening of Responses, a JEA representative will publicly open each Response that was received prior to the Date and Time, except for those Responses that have been properly withdrawn. JEA has the right to waive irregularities or informalities in the Responses to the extent allowable under applicable laws. The method of Contractor Selection has not been Determined at this time.
