Renovation of a municipal facility in Fountain Inn, South Carolina. Completed plans call for the renovation of a municipal facility.
The South Carolina Department of Juvenile Justice (SCDJJ) is seeking bids from qualified Contractors to facilitate the removal the existing outdoor Trane 15-ton split system heat pump located at the gymnasium building for Generations Group Home in Fountain Inn, South Carolina. The existing system was manufactured in 2005 and has three phase power (3ph). The Contractor may need to utilize a lift system, provided by the Contractor, for the removal and replacement of the existing system. The replacement unit does not need to be of the same brand, but must be a new unit of equivalent capacity, efficiency, and functionality, and must be compatible with the existing infrastructure or include any necessary modifications to ensure full operational integration. Removal of Existing Equipment a. The Contractor must evacuate and remove the existing 15 ton Condenser (Model TWA180B300FB) and air handler utilizing the compressor or a recovery machine to capture the R22 refrigerant. b. The Contractor must remove suction and liquid line set(s). c. The Contractor must remove the existing air handler and auxiliary heat strips. 2. Disposal a. SCDJJ will maintain salvage rights to all old equipment. In the event of SCDJJ retaining the old equipment, specific instruction will be given to the contractor at the time of removal. b. If SCDJJ chooses not to retain the old equipment the contractor must remove all equipment from the site and dispose of it in accordance with EPA guidelines. 3. Replacement Unit a. The Contractor's replacement unit must be new and utilize new refrigerant R454B or R32. b. The Contractor must replace air handler and auxiliary heat strips. c. The Contractor's replacement condenser and air handler must be the same manufacturer. d. The Contractor must replace the existing line set with a new line set and insulate. e. The Contractor must install a new electrical fused disconnect with new wiring to the condenser. The Contractor is responsible for ensuring the new circuit is compatible with the new equipment f. The Contractor may reuse condenser pad. g. The Contractor must provide a new secondary galvanized drain pan with a drain line piped to the outside of the building for the new air handler. The Contractor must install a float switch on the secondary drain pan per code. h. The Contractor must provide and install new digital thermostat. 4. Warranties a. The Contractor shall provide a one (1) year parts and labor warranty. b. The Contractor shall provide a five (5) year compressor warranty. 5. Duct Inspection a. The Contractor is responsible for inspecting existing ductwork to verify integrity and identify any potential air-flow issues before installation of the new unit. b. The Contractor must ensure the existing duct work is properly fastened and sealed to the new unit. 6. Start Up and Testing a. The Contractor must perform a start-up demonstration, with an SCDJJ Physical Plant Management representative, of the new system's functionality in all stages (Cool, Heat and Emergency Heat). b. The Contactor will provide any necessary training and leave copies of all manuals and warranty information with the designated SCDJJ Physical Plant Management representative. 7. Safety and Security a. The Contractor must maintain a safe work environment while on site. Failure to do so may result in termination of the contract. b. The Contractor shall ensure all vehicles remain locked while on the grounds. If vehicles have exterior tool boxes, the Contractor shall also ensure the toolboxes are locked while unattended. c. The Contractor will be required to sign the "Contractors Conduct Agreement" (Attachment B) prior to beginning any work on site. The Contractor shall also ensure that all employees and subcontractors assigned to the project have read, understood, and adhere to the requirements outlined in the agreement. Compliance with the conduct standards is mandatory for all personnel performing work under this contract. d. Standard working hours will be 8:00 am until 5:00 pm. Any activity outside normal working hours must be approved by the Generation Group Home Director and a Physical Plant Management representative. e. No items considered contraband are permitted on site. A full list of items considered to be contraband will be provided to the awarded contractor, and will also be available at the site visit. Examples of contraband are also available in Attachment C, Project Security Procedures. f. The Contractor shall provide barricades while lowering or lifting any equipment. 8. Regulations and Standards a. The work shall comply with all laws, ordinances and regulations of all legally constituted authorities having jurisdiction over any part of this work. These requirements supplement the specifications and shall take precedence in case of conflict. b. All work shall be performed and completed in a thoroughly workmanlike and professional manner in accordance with best modern practices, regardless of any omissions from the attached specifications and/or drawings. c. The Contractor must ensure all necessary safety standards are in place for protection to SCDJJ employees, the Contractor, and SCDJJ Camp Generation residents. d. The Contractor agrees to sign the Prison Rape Elimination Act Agreement (Attachment D) and certify the results of all background checks to SCDJJ in accordance with its terms. The Contractor shall also ensure that all employees and subcontractors assigned to the project have read, understood, and adhere to the requirements outlined in the Attachment D. 9. Site Clean Up a. The Contractor shall keep the construction site clean and free from an accumulation of debris or building materials during the construction. b. The Contractor shall ensure the facility and surrounding premises are left clean upon completion of work. All debris, trash, and unused materials shall be removed from the site daily. 10. Contractor's Care a. The Contractor shall exercise due care in protecting all property and surrounding property. b. Contractor will be responsible for any damage and will be required to restore any damage at Contractor's own expense. Any disturbed soil, grass, etc. shall be returned to original condition by Contractor at Contractor's expense. c. If the Contractor fails or refuses to repair any damage promptly, the contracting officer may have the necessary work performed and charge the cost thereof to the Contractor or deduct the cost from the Contractor's final invoice.
