The City of Fountain Inn, South Carolina seeks Statements of Qualifications from qualified firms or individuals to provide Building Official and Inspection Services on a contractual basis. The contractor will serve as the City’s Building Official, providing services including performing plan reviews for building permit applications (residential and commercial), conducting field inspections for building, plumbing, electrical, mechanical, energy code, and related compliance, enforcing the adopted South Carolina Building Codes and related ordinances, issuing certificates of occupancy, consulting with City staff, contractors, developers, and the public, attending meetings as needed, maintaining records and documentation, preparing reports and code enforcement recommendations, supporting the City during code updates or transitions, and providing after-hours or emergency inspections when required. All services must comply with applicable federal, state, and local laws, including the latest editions of the South Carolina-adopted International Building Codes. Respondents must demonstrate active certifications through the International Code Council (ICC) applicable to the services provided, knowledge and application of South Carolina building code requirements, a minimum of five years’ experience in municipal building inspections and plan review, familiarity with permitting software systems and digital workflows, the ability to respond to inspection requests within one business day or mutually agreed timelines, and provide references from current or past municipal/government clients. Three copies of the proposal must be submitted, signed in blue ink, in a sealed envelope bearing the name and address of the bidding party, the project name, and the RFQ number. Sealed bids must be addressed to the City of Fountain Inn Attn: Planning & Development, and late submissions will not be accepted.
