The City of Laredo is seeking proposals for the disposal of Freon from solid waste. Bidders are encouraged to submit proposals electronically through Cit-e-bid or deliver them in person by hand. Mailed, telegraphic, email, or facsimile bids will not be considered. Proposals must be submitted in a sealed envelope clearly marked with the RFP number and project title. All informal and formal requests for bids will be evaluated with a 5% preference for local vendors. Question Deadline 11/11/2025 at 12:00 PM CT clarification or additional information must be submitted in writing through email or Questions & Responses section on Cit-E-Bid system no later than seven (7) days prior to the scheduled date for opening to: CITY OF LAREDO PURCHASING AGENT Jaime Zapata, 5512 Thomas Avenue, Laredo, Texas 78041; email: jezapata@ci.laredo.tx.us The term of this contract shall be for a period of two (2) years beginning as of the date of its execution. The contract may be extended for one (1) additional two-year period. Should the vendor desire to extend the contract for the additional two-year period, it must notify the City in writing no later than sixty (60) days before the expiration date of the prior term. Bid date desp- Bidders are strongly encouraged to submit their request for proposals electronically through use of Cit-E-Bid or in person - hand delivery. Mailed Bids (i.e. USPS, FedEx, UPS), telegraphic, emails or facsimile bids will not be considered. Request for Proposals may be hand delivered at the City Secretary Office, 1110 Houston St., 3rd Floor, Laredo, Texas 78040 Hand delivered request for proposals are to be submitted in a sealed envelope clearly marked: RFP 2026- 007 Disposal of Freon - Solid Waste. Vendor must have a recovery machine and tanks for disposal of Freon. All work must be done by a certified technician and must carry his certification to handle, recover, remove Freon at all times while on the premises. Special arrangements can be made to revise or request a special work schedule. The arrangements requested must be previously approve by Landfill staff before the actual work is scheduled. 3.1 The vendor must acquire all the necessary construction work insurances, federal, state, and municipal construction permits as required prior to commencing any work. 3.2 The vendor is responsible to acquire all the equipment, labor, materials and related appurtenances needed to complete the project. 3.3 Any damage cause to the property, equipment, buildings by the contractor, their equipment and or their employees will be repaired or replaced by the contractor at no cost to the City. 3.4 Project must be completed within a time frame approved by the landfill personnel. Any additional days requested must be previously approved by the City. 3.5 The vendor shall furnish all materials, equipment, supervision, traffic conveyances, and construction safety devices and equipment in accordance with all OSHA safety standards and rules. Technicians will be required to wear PPE as required by the City and TCEQ. 3.6 The successful vendor shall be required to provide safety signs. 3.7 Contractor shall display professional behavior at all times. Contractor is also responsible to inform employees or subcontractors of such professionalism. 3.8 Contractor shall keep area clean at all times and leave clean at the end of the day each day. 3.9 The Contractor shall be required to guarantee it's workmanship to the full satisfaction of the City of Laredo. Any work deemed unsatisfactory by City inspection shall be redone at no additional cost to the City. 3.10 Awarded vendor is required to meet minimum insurance, project requirements and maintain current and active all: building permits, certifications, licenses, other related permits and/or insurance coverages, required to perform work throughout the duration of this contract
