The City of Santa Ana is seeking proposals from qualified firms and organizations to provide turnkey energy services. Proposers must meet minimum qualifications, which include: being accredited by the National Association of Energy Services Companies (NAESCO) and included on the U.S. Department of Energy's Qualified List of Energy Service Companies; holding an active General Contractor’s license in the state of California for at least three years; possessing a minimum bonding capacity of $10 million; maintaining a California-based full-service support office with relevant personnel within 50 miles of the City; having successfully implemented at least five energy performance contracts for public sector clients in the last five years; and having no pending or recent litigation in the past 36 months related to savings performance or measurement and verification of a guaranteed energy savings project in California. Requests for modifications to terms and conditions must be submitted by the deadline for questions with an attachment on formal company letterhead showing the requested modifications.
