The North Dakota Department of Transportation (NDDOT) is requesting the services of qualified consultant(s) to perform environmental services including aquatic resource delineation, tree/shrub surveys, hydric soil classification, and wetland monitoring services. The services will be provided on an indefinite delivery indefinite quantity (IDIQ) basis. Contracts will be initiated and issued for a two (2) year period from March 1, 2026, to February 28, 2028. The two (2) year period may be extended by one (1) year. A pool of up to five (5) qualified consultants will be selected to perform the services. Contracts will be developed and executed as individual cost-plus fixed fee contracts requiring monthly billing. The contract total maximum dollar amount per awarded project is $80,000 and shall not exceed $100,000 after any combination of supplementary agreements. Contracts that do not meet these cost thresholds will be procured using a project specific RFP and interview process. Breaking projects into smaller phases to circumvent the stated thresholds or adding additional work with a new project is prohibited. Consultants will follow the guidance set forth in the NDDOT Design Manual including Chapter II, Section IV: Wetlands, Vegetation, and Environmental Permitting.
