SDSTA desires that a commercial sandblasting and painting contractor provide steel cleaning and painting services to refurbish the existing surplus unit to be placed into Yates Shaft service in early 2026 PROJECT BACKGROUND: SDSTA has a surplus shaft steel conveyance that requires surface cleaning/sandblasting and painting to preserve structural integrity and to provide corrosion protection. The Yates shaft is a wet shaft that requires constant wetting of the timber sets to preserve the wood structure. As a result, the service environment for any steel structures and conveyances is extremely harsh. The conveyance requiring sandblasting & painting is: • North Skip Workdeck (surplus Ross Shaft unit currently in laydown storage) This Scope of Work describes the cleaning and recoating services required for the North Skip Workdeck to be put into Yates Shaft service in early 2026. SCOPE OF WORK: SDSTA desires that a commercial sandblasting and painting contractor provide steel cleaning and painting services to refurbish the existing surplus unit to be placed into Yates Shaft service in early 2026 (March-April 26 installation timeframe). • Provide an anticipated timeline/duration to perform the cleaning/sandblasting/painting services for the unit. • Provide delivery of the finished product back to SURF Yates Headframe laydown yard. SDSTA to arrange shipment/delivery of the unit to the sandblasting/painting contractor within 7 days after award. Bonnet/Thimble: A bonnet (connection area to the hoist rope shown in the isometric view on the right) cover over the Top Deck was added by SDSTA post initial cage fabrication to provide fall protection for personnel working on top of the cage. This area is to be sandblasted and painted RED, with loose handrails/screens painted YELLOW. The thimble connection point is to be covered and left unpainted (for inspection of the connection purposes) Center Framing/Cage Walls: This is the main box/cage section of the conveyance which is to be sandblasted and painted RED. There is a Gorbel crane attached to the conveyance (not illustrated) that is to be cleaned and painted BLUE, and a draw-bridge assembly (not shown and may be shipped separately) that is to be sandblasted and painted RED. Bottom Deck: This is bottom section of the cage assembly. The bottom structure requires sandblasting and painting RED, with any handrail/screens painted YELLOW. SDSTA desires that this structure be sandblast cleaned per SSPC-SP10 / NACE 2 Near-White Blast cleaning and then re-coated per the attached FKC-Lake Shore paint specification. Final coat to be Vermillion Red for the entire structure except for any items that are currently painted yellow (handrails and screens) which are to be coated Safety Yellow. The “blue” Gorbel crane apparatus is to be coated with an acceptable blue color (final color selection TBD by submittal). The total project duration shall be within 90 days of the Notice to Proceed (NTP). Refer to the draft contract for additional details. North Skip Workdeck The North Skip Workdeck is to be delivered in three main sections, listed from the top down and illustrated in Figure 1 below, with loose handrail/screen and drawbridge items separated for shipping purposes: Reference SURF Skip Workdeck general arrangement drawings attached to this RFP package. All communications regarding this procurement between RFP release and award shall be directed by email to draad@sanfordlab.org. Communications with other SDSTA staff regarding this procurement in advance of the award are not allowed. The proposal period may be extended at the discretion of SDSTA based on the quantity and/or complexity of questions. Any notices of extension of time to respond will be distributed to all prospective offerors by SDSTA.
